After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.

Xero is tall and lean. He stands regally, having a commanding presence even in the presence of strangers. His smooth, shoulder length hair runs beside the mask he wears. The mask itself is a symbol, representing his separation from his former allies. He discarded his village headband long ago.
Xero wears all black attire, showing minimal skin. He usually dons a form-fitting shirt, and lightweight, durable pants. His gloves and shoes are both leather, and padded to make as little sound as possible when he's moving around. In addition to the aforementioned he wears a blue hooded robe over his clothing.
Xero holds a deep seated resentment toward the respective hidden villages. However, he is skilled at hiding this fact, often approaching his targets by being friendly and playing nice in an attempt to sway their attitudes over to his side. In failing to convert one of the shinobi dogs, he'll break the nice guy routine in favor of a more aggressive approach. If his enemy is someone of much weaker skill, he'll opt to play with his target and try to break their mentality over out-right killing them. If his opponent is someone who can give him a challenge, he'll fight serious and show no mercy. Despite his ruthless nature, Xero has a softer side hidden deep inside. This is usually shown by him making some sort of reference or apology to "Yuzu".
It would be unfair to state that Xero is a villain. In his mind he is merely the unfortunate victim of circumstance. He had been a promising young ninja hailing from the Nara clan at the time of his unfortunate loss. His tactile prowess and ingenuity rivaled that of even his greatest predecessors. Be it a game, or a battle, he had to be the best. It's likely he would have been a great asset to Konoha had he not left.
His academy days went by quickly, picking up the days lesson the first time it was instructed. He was unusually hard-working, spending his free time studying and playing strategy games with his parents. However he rarely answered in class, thinking that the other students deserved the chance to be wrong. He never spent much time with the other kids because they were too easy to win against and often would get upset over the games. His dream at that time was to further the Nara clans reputation and live up to his favorite ancestor, Shikamaru.
In his attempts to become a genin along with two others, he succeeded on the first try. Xero quickly analyzed the situation they were put in, determining the win condition. He communicated this, along with a strategy to his teammates while their sensei. While they distracted her Xero set up an ambush, trapping her with the shadow imitation jutsu for the brief moment they needed to grab the bells from her. The show of teamwork and strategy co-ordination was enough to get them a pass.
As the time passed, Xero kept up his practice and studies on his own. He only trained with his squad every once in a while to work on their co-ordination and teamwork. He often slacked off on the simpler missions claiming that they weren't worth the time they took away from his independent studies. His next test would be coming up soon enough, and he wanted to be fully prepared for any contingency.
The Chuunin Exams were brutal however, and nothing could prepare the genin enough for this test. The first phase of the exam was a breeze once he figured out the trick. He used the shadow imitation jutsu on his teammates in order to have them copy his answers. The next phase was bloody. The deadly free-for-all in a hostile environment. It was unlike anything Xero could have imagined. Though he was a great tactician theoretically, the field was much different. One failed strategy resulted in one of his teammates getting killed at the hands of another team. It scarred the boy, how could he have screwed up that bad? Somehow he and his remaining ally managed to rally, ultimately winning the fight and saving the grieving for later. The tournament phase proved to be almost as challenging as the teamwork phase. The only improvement was that he only needed to worry about himself and a single opponent at a time.
It was at this time that his other teammate was defeated, by a woman named Yuzuki Wakana. Xero caught the girl giving him glances every once in a while, which piqued his curiosity. What had he done deserving such attention? After the initial round the remaining candidates were given a day to rest and prepare for the final part of the exam. Xero took this opportunity to pull blue-haired girl aside learning she was from the newly re-established Yukigakure. Despite his initial assessment he found that he actually enjoyed talking to her. The kunoichi was surprisingly intelligent, and the best part was she was actually a challenge. Whether it was a strategy game, or just talking, she made it... fun.
It was unfortunate that in the final stage the two were pitted against each other. It was a drawn out fight, neither side completely wanting to take the other out. Eventually the pair opted to treat the sparring match as a game. This led to Xero having the slight edge and coming out victorious. For once Xero had a partner that didn't bore him. After the battle, he assisted her out of the arena.
Xero and Yuzuki kept in contact after the exams via messenger bird. They often entertained themselves by challenging the other with puzzles. Unsurprisingly the two found themselves in a relationship not to far into the future. While physical contact wasn't very accessible, the intellectual stimulus was enough for a while. Xero became worried when she stopped responding. A million scenarios running through his head, nearly all of them ending poorly.
However the woman continued to surprise him. After several days of silence, one night she knocked on his door requesting asylum. She explained that she couldn't take it anymore and ran away to be with him. Xero, of course, was in shock, but he couldn't refuse her after that. He would work out the kinks in her plan in the morning. That was the first and only night they would spend together.
Xero woke up with the wind knocked out of him. He fell out of bed to see Yuzuki being held in the air by by his father. The man wasn't a Nara himself, that was Xero's mother, but he was a strong shinobi and strategist in his own right. He demanded to know why this wench from another village was in his home, declaring her a spy. She denied the accusal and stated she was only here because of Xero. The man had already decided she was untrustworthy, even as he looked to his son her fate was decided.
Xero was still trying to stand when he caught her frightened gaze begging him for help. He couldn't speak because his lungs hadn't recovered yet. He was helpless as the man he called father took her life in the name of the village. He wanted to scream, he wanted to curse, he wanted to go back and fix this before it all went wrong, but all he could manage to do was wheeze and grasp at the man's ankle. He missed by inches as his father dropped her corpse and walked out of the room.
Xero was devastated. He crawled to her body, begging her to come back. He held her, asking why it had to happen like this. As her warmth faded, he sobbed, each convulsion hurting more than the last. But the worst was yet to come. When he went to protest the murder, he overheard his father being praised by the Kage. Not only would the village have a bartering chip with Yukigakure having captured their rogue ninja, they could also use the body for research.
Needless to say he was angry. Like hell was he just going to sit and let this happen. It was difficult, but somehow he managed to smuggle her body outside the village. He wasn't about to let those bastards get what they wanted, not after what they did. After giving her a burial in an unmarked grave, he made the decision to leave his village. He realized that it wasn't just Konoha that betrayed him, Yuki had placed the warrant. It would have been the same no matter which village she had fled to. Therefore, he would need to 'correct' them all.
Of course there was the matter of dealing with the hunter ninja that they would send after him shortly. Nothing a well thought out strategy wouldn't fix. After all, he wasn't about to let some dog take him down. When Xero did encounter his first hunter, it was a long drawn out fight. Emerging victorious he took the ninja's mask as his own, a symbol of both his secession from his village, and his embracing of a new identity.
In the following years Xero had all but disappeared, preferring seclusion in order to hone his skills and hammer out his plans. Only recently has he reappeared, making a name for himself as the Midnight Specter.

Intellectually Gifted: Growing up in the Nara clan, this shouldn't be a surprise. Xero grew up learning how to strategize and make contingencies. The most difficult factor to assess is that which you don't know.
Enhanced Chakra Control: Xero spent his years as a rogue perfecting his techniques, this meant returning to the fundamentals of all jutsu including how to control his chakra.
One-Handed Seals: In mastering the art of chakra control, Xero has the ability to shape and transform his chakra using only one hand.
Ninjutsu Expertise: During his years alone Xero invented, trained, and perfected several techniques related to his clan's hijutsu.
Genjutsu Expertise: Xero also designed a few Genjutsu, most notably the Kageshou no Sekai.

That is so demeaning I love it.Normally I dislike mentioning of any canon characters on an oc site, but I think you used it properly here.
As far as telephones go, I believe we only have them intra-village, but I don't think it was specified if there were connections between the villages. I want to say no due to security reasons, interceptions and all that, but hey, I could let it pass. It's not something that will affect things hugely.
