After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.
His single ruby orb gazed towards the sky painted with hues of amber and gold. A cool breeze toyed with his ivory bangs as he folded his arms across his chest and leaned back against the wall. He sat comfortably on the stone ledge, that was fashioned very much like a window sill ledge, that formed the railing around the perimeter of the balcony on the highest floor of his Tower. Yes, his tower. The Tsuchikage's tower. He closed his eye for a moment as he inhaled deeply before slowly exhaling. Before long he opened his eye again with a small smile appearing on his face.
It was a nice evening tonight. It was cool and only smaller wispy clouds hung in the sky. It brought a smile to the Tsuchikage's face to see the weather in such a tranquil state. Even more so when he gazed down to the streets that his tower watched over. He could see the various peoples of Iwagakure wandering about doing their various chores and what nots. No one seemed to be in distress and it brought him great pleasure to see that. Of course, soon enough a frown formed on from his lips. He knew it was all just a farce.
Sure the condition of his home had improved since the time he had brought his people here, but it still wasn't ideal. In some areas of the village children were starving. In other areas children grew up without the love of their parents. Years of war, strife, and random events had caused these misfortunes, and Chinatsu, having only been Kage a year, just hadn't had enough time to do much about it yet. It brought the man a great amount of sorrow to know that these unfortunate things were happening right under his nose.
Despite the efforts of the ANBU crime rates had gone up in recent years and overall everything just seemed to take two steps back every time Chinatsu took one forward. "Why is that," he asked himself almost constantly. He brought his hands further up on his arms hugging them closer to his body. He grit his teeth and furrowed his brow. It was obvious to anyone that happened to approach him now, that he was in a state of his own distress.

Shuu looked around at the masked shinobi, meeting every pair of eyes. Still not enough… “Alright, you have your assignments. Be safe out there tonight.” He barely finished saying it before they all disappeared into the early night winds. They were all good men and women, always did their best at the job at hand, but they were spread too thin. Too few eyes for too many problems. Given, not all the problems were his to fix. But the village was his home and thus his responsibility one way or another. It was just a shame that not enough of the population shared that sentiment. Not enough people were taking measures to better the village as a whole.
Letting out an explosive sigh, Shuu looked out over Iwa again. Up here on the rooftops he had a great view of the village. He honestly loved this place, despite its problems, and couldn’t hold back a smile as he watched a group of kids being chased out of the bath house. Amateurs… He’d have to catch up with them later and reprimand them. Shouldn’t have been caught. Speaking of which… it wouldn’t do to have his ANBU gear on right now. Places to go, people to meet, and all that. With a quick flicker deeper into the shadows, Shuu removed his mask and folded it up within his cloak. Indiscreet and compact, just the way he liked it.
Stepping back out into the dying rays of light, Shuu made his way towards the Tsuchikage’s tower, using the rooftops as his own little obstacle course. It was a mostly easy run, only a few long gaps proving to challenge the young man, but he enjoyed the feeling of suspense as he cleared them. With quick glances down he saw the village slowly calming down for the night. Here shortly, only a few would still be out on the streets. And he’d have to get back to work. God, he missed the days of running through the wilderness in pursuit of criminals. Now those criminals were too close to home.
Perhaps that’s what the problem is… our village is so nice, the criminals don’t want to leave… He had to chuckle at that thought. Even if it was sarcastic, it rang true at least in evidence. Crime rates have been going up steadily as of late and despite having eyes and hears in most of the seedier parts, Shuu still couldn’t pinpoint where it was all originating. Yeah, ANBU would clean up the streets, but there was always someone else willing to step in as a replacement. He needed a new plan. Something a little more… discrete.
Shuu was so deep in thought that he almost missed the last jump to the tower, turning it into a flashy summersault to mask the flub and looking around quickly to make sure no one noticed. The only person close enough to see him would have been the lone figure atop the tower, and even from this distance Shuu could see the distracted look of consternation upon the Tsuchikage’s face. Letting a little chakra flow into his muscles, he flickers up to the balcony and steps out of the shadows.
“That’s not a good look for you, Tsuchikage-sama.” Shuu greets with an informal bow of his head.
If he was a newbie shinobi he would have likely jumped a little at the sudden appearance of the ANBU Captain, however what the ANBU Captain would likely never know is that Chinatsu knew of his impending presence all along. Mostly because out of lack of other things to watch he saw him hopping across the buildings towards him. So when the man came out of the shadows near him and spoke, the Tsuchikage merely cast a sideways glance towards him before looking back out over the village. "Perhaps."
He let out a sigh and reached up the rub the back of his head. "I'm just sick and tired of all of the strife that our village has endured." He shook his head before draping his legs over the side of the rail and leaning his arms against them. "So much has changed since I brought my people to Iwa, Shuu-kun, but even now there are children that starve. Children that grow up without a parent's love. It saddens me to think about it." He closed his eye for a moment, "On top of that criminals are appearing out of the woodwork. We have more criminals in the village than ANBU, or even really shinobi. It's so sad." He slid off of the rail, his combat boot covered feet making a distinct clack against the stone. "Does no one care to attempt to make better life for themselves? Is it because our shinobi have never known such things as war that they become lazy?" He shook his head, "It's pathetic."
He looked out over the village again as a breeze toyed with his bangs once again. "I simply wish good for the village, but with so little resources there isn't much I can do to improve. Generations these days..." He looked up towards the sky, "They have it too easy. If we're attacked by some other village, a hand full of Shinobi will not be able to take down their forces. That is what worries me Shuu. The world is coming out of a time of peace, and we have grown lazy thanks to it. It won't be long before all hell breaks loose. That I am sure of."

Shuu smiled when the Tsuchikage greeted him so nonchalantly. Not many shinobi could sense his presence as such and despite not really trying to be sneaky, it was a small reprieve to see not everyone in the village growing lazy. But when he started talking, Shuu's smile fell from his face. It seemed like everything was coming back around to the same problem. As the ANBU commander, he had a great deal of responsibility in the village's welfare. But it didn't cast a shadow on the weight Chinatsu must feel at the moment. Shuu loved his village, he really did, but in the grand scheme of things he's role was more of a protective older brother. The Tsuchikage was father.
When at last the Kage finished, a somber silence filled the air. They both knew the truth of the matter. Iwagakure had grown soft. Weak. Tainted. If war came to Iwa, it'd be catastrophic, there were just not enough citizens stepping up to do the right thing. Hell, academy student enrollement has shrunk steadily over the last few years. Parents keeping their children to learn some other skill out of fear of the shinobi way. Of course there is danger associated with the lifestyle Shuu and others like him chose, but you couldn't let fear keep you from making the hard choices.
"These people have grown soft. They have become too accustomed to the safety these walls provide. It's sickening." Shuu joined his Kage at the railing and looked out over the village. The last rays of sunlight were turning the horizon a blood red. How appropriate for such a night as this. Obviously, something needed to be done. But what...? Another glance over to his companion showed him just as deep in thought as Shuu. "What would you ask of me?"
Chinatsu turned out towards the village as Shuu walked up next to him. He leaned forward and leaned his elbows on the rail as he left the chatter fall into a moment of silence while he thought. "I'd like for you to keep doing what you do best, however, there is something else I need you to do." He closed his single red orb again for a moment as he paused before releasing the breath held in his lungs and opening them again. He looked now towards Shuu. "Have you ever noticed that in times of peace and tranquility like this that there always happens to be something of misfortune that ruins it?" With his question came an extension of his right arm and index finger as he pointed out towards the Western Mountains.
If Shuu's gaze followed he would see in the distanced the black smoke that pillared up towards the sky from the mountain peaks. "I know of some volcanoes in the area that have been dormant for decades, however, that black smoke has me concerned. There are minor villages out that way and if that smoke is what I think it is, then they might be in trouble." He let his arm drop back down to his side, "I want you to go to the Heroes Rising and survey the area. There is a little village at the base of the mountain Heroes Rising is on called Kachuu. Check with the locals and see if you can't gleam whether or not they're in immediate danger from a possible eruption."
He paused for a moment before looking at Shuu, "Take a long distance radio transceiver with you and utilizing the channel of 05627, inform me of your findings. I will give you any further orders then. If the situation proves to be dire, however, use your best judgement." Chinatsu looked off towards the black smoke again, a look of concern was clear on his face. "Further more. Exercise caution."
Shuu tried to hide the disappointment on his face as he nodded to the Tsuchikage. He couldn’t help but wonder if there could have been a better person to send on this task. He glanced again towards his new destination. It would be at least an hour’s worth or running to hit the first houses at the base of the mountain. Another uphill. Even the trees close to the volcano seemed to shy away, bending away from the summit at odd angles. Great…
“Very well.” He conceded without hesitation. Despite feeling misallocated, Shuu would never argue his orders. There was a reason Chinatsu was Kage and not him. “I’ll leave immediately.” Not waiting for a dismissal, he poured just a trickle of chakra into his muscles and flickered down from the balcony and started his way towards the storehouse. Damn two-way is going to be awkward to carry up the mountain… He let out another sigh, stopping in front of the door he needed.
Twenty minutes later, and a mountain of paperwork signed off on, Shuu started for the gates. The irregular sides of the transmitter were biting into his back uncomfortably, even wrapped several times in silk cloth. What should have been a quick stroll through the village turned into an annoyance fairly quickly and by the time he made it to the main village gates, he was ready to take the god forsaken box off his back. Glancing up at the few stars strong enough to break twilight’s haze he forced his discomfort and annoyance away. There would be no use for it here. “Let’s get this over with…” Shuu exhaled as he put his weight against the gates and watched them slowly swing open.
