After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.

Appearance
Seichi is the spitting image of an Uchiha. Although he is still young, he has a very well-defined facial structure and almond-shapes eyes with heavy, apparent eyelashes. Without his Sharingan active, his eyes are an almost pure black, but upon further inspection they are simply an incredibly dark shade of brown. His face is framed by two locks of black hair, which flow down from his headband just before his ears. His hair reaches the base of his neck, and spikes upward slightly in the back.
Seichi has a very pale complexion, and is very physical adept, even though it isn't apparent at first. His chest is covered with athletic wrap underneath a sleeveless, high-colored black shirt with red markings of the Sharingan's toma on his its back. He also sports black lower arm-warmers that extend up to his elbows. Typically, Seichi wears dark-grey shorts and matching legwarmers that fall over his black shinobi sandals.
He wears a belt over his shirt that holsters a variety of scrolls, as well as his Gunbai.
Personality
Seichi has but one goal on his mind - he wants to restore honor to the Uchiha name. He believes that the best way to do so is to become the best shinobi in all of Konoha, the Hokage. It is his belief that once he ascends to that level, he can prove to the villagers that the Uchiha can be loyal to the village, and not simply a detriment to the public.
Seichi would probably be considered a genius to most. He is incredibly observational, witty, and doesn't break under pressure - and he knows that. This little bit of mental edge has grown a bit of an ego within Seichi, who is very much an Uchiha enthusiast. This has lead him to become an elitist, expecting only the best from himself as well as the people around him. This hasn't made him arrogant, however - he respects the authority of his superiors and elders, however when it comes to his comrades and subordinates, Seichi is very judgmental.
Honor and respect are both a very big deal to Seichi. He feels that the village robbed his clan of their honor, of which they had in surplus, and therefore spends most of his effort trying to restore the name of the clan as well as the clan itself. He understands how the villagers see him, and how hard he will have to work to get them to change their minds.
Because of that, Seichi is an incredibly mature person. He doesn't play around, or joke often - but he understands the true face of the shinobi world better than most Genin his age. He is probably mentally prepared to take lives, accept loses, and prove himself in the eyes of his superiors. Some would say that this had made him cold, distant, and uncaring - and in a way, it sort of has. Seichi is not a sad or melancholic person, though. He is just grounded in a reality that he sees all too clearly.
History
The Uchiha clan is not what it once was.
There weren't, and still aren't, many Uchiha. Seichi was born into a very small group of families, barely clinging to the name that they would have once been proud to share - Uchiha. Word reached the Hokage very quickly that the boy was born, and as a result, the family was constantly harassed. Seichi's father, a Chūnin that had been killed in a very dangerous mission, was the clan's last hope and their only true connection to the inner workings of their village.
Seichi didn't play with the other children, growing up. This was not because making friends was hard for him, but because of his mother. She knew that these children, the children of the people who had shunned their clan for years, would only try to hurt him. And so Seichi grew up from afar, spending much of his time reading and studying the clan that he had become a part of. However, he especially liked hearing the stories that the clan elder told him. Stories of a time when the Uchiha and the Senju were the powerhouses of the shinobi world. There were many Uchiha back then, and they were all incredibly powerful - Seichi had begun to feel honored that he had the Sharingan within him.
When he started in the academy, this became and obsession of his. He had to learn how to use it, how to make it his own, how to master these ancient teachings. The academy itself was a breeze for Seichi, who picked up and learned techniques faster than the other students in his class. This baffled his mentors, who were among the crowd of angry parents who were appalled that their children had to mingle with an Uchiha.
This pressure was very hard for Seichi to bare, but the burden got lighter as the years went on. Seichi had gotten attention, though - the wrong kind of attention. At the age of ten, nearly finished with his academy teachings, he was stopped by a group of students who had just recently become Genin. These students, older than him by merely a few years, opted to harass and bully Seichi nearly every day of his later academy years. They would always try their best to break Seichi, but he never seemed to be phased by them. Something was changing inside of Seichi, however. These physical acts of aggression symbolized more to him than just bullying - to Seichi, this was how the ninja world was treating the Uchiha. And he was fed up with it.
The tipping point came about a year later, when the bullies weren't interested in simply beating on him. They came armed, and they weren't simply being intimidating. Held down, with a kunai knife pointed at his neck, something snapped within Seichi. Just before the boy could plunge the blade through his skin, Seichi's Sharingan awoke. Within moments, the boys were on the ground with the knife stabbed into one of the boy's arms. The spectacle was used to channel more hate into the Uchiha name, but Seichi did and still does consider it a victory. And a big one, too. He did not go home a failure, a cry-baby, or a pile of bruises. He came home that day a champion.
Graduating two years later, Seichi can only look forward, towards the victories he shall have in the future.

The majority of Seichi's arsenal is kept in small scrolls holstered around his body, including places like his back, thighs, and belt. Inside of these scrolls are a pretty standard set of Shinobi gear:

Special Abilities:
i. Sharingan - Copy Wheel Eye: Born into Uchiha blood, the Sharingan had been active within Seichi from a very young age, although it took him many years before he could actively utilize it.
ii. Incredible Intelligence: Seichi is incredibly smart, ranking above the highest in his class. Learning techniques and creating strategies on-the-spot is second-nature to him, making his progression as a Shinobi very smooth, as he slowly gains more experience.
