After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.

Details: Well, for starters, I have the experience to do it. This would not be my first time at this particular rodeo. I've already done the whole build a character up from Genin to being the most powerful they can be, and I'm bored with that. I just want to start at the top for once; I want to rule. I'm not going to get into any super fluffy details, I just want it, because I know I can do it. Simple as that.
“What I see here is summed up as 'I want it just because I can and that should be good enough for you' and that won't fly with me. Like everyone else, tell me why you feel you should have this character, what are you wanting to do with this character? Kages are important characters so we don't just hand them out to everyone who comes along.”
Well, alright, I'll admit part of it is me wanting it because I can, I won't lie about that. I see where you are coming from though, I agree it is an important position. So, if it is okay with you, I'll start with a list of reasons:
1. I've RPed a Mizukage before, I know what I am doing, and I enjoyed it when I did. I'd love to give you proof of it, but sadly it is on a long forgotten site, from what feels like eons ago.
2. I have so many plans for being Mizukage, RPing the leader of a village opens the door for so many different thing, I couldn't even begin to tell you about everything I want to do.
3. I am a seasoned RPer, I've been at this game for over a decade now, and I think you'd want a seasoned RPer to have a position like this.
4. Aside from working, which is generally from midnight to 4:30, I don't have much better to do for at least the next month; and even then, I'll only have class two days a week. So, all systems will be devoted to RPing.
5. I'm just really excited to be RPing in the Narutoverse again, and I'd love more than anything to start in one of my favorite villages, as their leader. I have always had so many awesome ideas for being the head of a village, and every time I have gotten the chance to try them out, the site seems to die on me, and I have high hopes for this site lasting. I just really want this because I've wanted it for such a long time...
I hope these five points are enough for you, I apologize if I came off as a little arrogant before, I was just really excited; as I am now.

It's not experience we're looking for in players taking positions of power, because everyone needs to start somewhere, but what their plans for the character are and how they wish to use that character to shape the gameplay, as that's what the kage's have the power to do within their respective villages.”
Alrighty, for starters, from what I've read the Bijuu are currently running amok. One of the ideas I had was for the Mizukage to launch a massive, world-wide, search to find, and capture as many Bijuu as possible. I also was going to have the village re-implement the (now) ancient training methods of when they were known as the "Village of the Bloody Mist", and begin focusing on a massive militarization of the entire country, resulting in almost a military Junta or sorts. These are just some of the ideas I can loosely think of off the top of my head; just some generic BS I've wanted to do for a while.
I also have some ideas of implementing my own personal philosophies into this, which would go completely against what my prior ideas were. I'm not sure which side of the coin to go on, but either way, my biggest plan is to just have some fun and be creative.
Major things about the Bijuu is that if you read the timeline, you'll realise that it is actually rumor that the Bijuu are running amok, Shukaku being the only one that's confirmed. If you want to be intertwined with the plot though, I could work with you considering that I have the only plot character at the moment.
Now before I approve this I have a question. As Mizukage what do you intend to do in relation to the other villages? With all of the suspicious deaths of the recent Kages tensions have become extremely high between the villages. Your thoughts on this?
Edit: Also what are you going to do about the rogues? Most of the rogues on this forum so far originate from Kiri, my own being one of them.
Furthermore, please note in the future, we want to know information about your character that you intend to make in these overrides. We don't care so much about experience because we are an equal opportunity employer.
Well, yea, I figured as much; I was just saying that for the sake of the plot.
My plan is to either: A. Have Kiri slowly come out of it's shell and rejoin the rest of the world as a technological supercenter that no one would have ever expected them to be. Or B. Keep a peaceful isolationist view, as they continue to build the technological arsenal. In which, their only interest would be protecting what is with their walls.
As for the rouges, I'm drawn between live and let live (which seems like a horrible idea), and setting up some sort of gulag slave-labor/human experimentation camp (Unit 731 would be a good source for what I mean)
The character itself, I have determined will be a relatively young and ideological female intellectual, and/or philosopher queen. As for ideology, I'm going to have her fall someone in the spectrum between Kropotkin and Mussolini (Leftist Anarchy and Fascism).
Edit: I feel I should mention, I am very interested in the possibilities with the whole ninety-five years of isolation and all the super awesome things I can do with it.
I find this interesting. I'll be expecting great things from you, but remember I hold the power to kill your character should I see the need to arise. (While I don't expect you to considering your self proclaimed experience, this means don't let me catch you godmodding or power playing.)
I have one request, would it be okay to break the age rule, just a little bit, for plot purposes? I don't want to break it too much, just by like three years (So twenty-seven). It is for plot purposes.
My idea was to go the route of the ideological philosopher queen. I wanted it to be that she is an extremely popular figure, and also a skilled ninja. Her predecessor was a very tough and gruff militaristic isolationist, that was absolutely terrified of the outside world. In a coup d'état, with the strong support of the village and most of its shinobi, the young philosopher lead the people to a new era, and was bestowed the title of Mizukage.
