After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.

i. The D-Bag Rule
This rule is pivotal, considering a great deal of the content here will be revolving around battles. While we have no set battle system and instead prefer to work things out on our own, one must remember your character is not god. Shit happens, whether it be kunai stabbing him in the foot or a fireball scorching off his face. As such, this rule is pretty self-explanatory; don't be a D-bag. Don't have your genin dodge every attack a Kage throws his way; don't have said genin summon up fireballs the size of houses every other second; don't have your character be able to perfectly anticipate and retaliate against any and all attacks thrown his or her way.
A good way to avoid such misteps is to remember the "Rule of 3" - if three posts have passed since your character was affected in any way by an attack, you should reconsider what you're doing. Obviously there are exceptions to this rule, such as the aforementioned Kage vs. Genin scenario, but when applied to opponents of roughly equal strength this rule is a pretty good guideline to go by. PLus this keeps fight from dragging on 10+ pages.

ii. Liquid Time
Since it's no fun for your characters to be locked in one thread, we employ liquid time here. That means your characters are capable of being in multiple threads at once. It's assumed that these threads occur in chronological order with respect to your character's timeline - thus a thread started on Tuesday would occur at a point in time prior to a thread started that Friday. The character would have knowledge of the events in Tuesdays thread in the Friday thread, but not vice versa. Likewise, purchased jutsu, equipment, and summons cannot be used in a thread that was started prior to completing the transaction.
iii. Jinchuuriki Limitations
Jinchuuriki are already forces of nature, being essentially chakra with consciousness and physical form. This sentient chakra tends to be rather overbearing, and dislikes external attempts to alter its host's chakra. In short this prevents the Jinchuuriki from utilizing sage techniques, as any attempts to gather natural energy will be completely revoked by the Bijuu within.
v. Jutsu Limits
The number of jutsu one can start out with is detrmined by the character's rank - the higher the rank, the larger the quantity of and the more powerful the techniques said character can learn. However, there is essentially no limit in regards to the amount of jutsu one can learn through purchasing techniques with earned experience. Additionally, one should be reasonable when selecting starting jutsu for their charcaters; a Jōnin who knows 20 B-rank techniques and zero C or D-rank will fly about as well as a bowling ball with cardboard wings duct taped to it.
vi. Death enabled? Bitch I might.
In standard threads, we want oto avoid horribly maiming or killing characters outright. Thus, in such threads players cannot perform actions that would result in another character becoming disemboweled, horribly mutilated, or killed. The only exception to this rule is if players agree prior to starting the thread to mark it as Death Enabled, or DE for short. Preferably, we'd like to avoid murdering your characters if it is disagreeable to you - as such, lenience in such situations will be given to those one the sharp end of the sword, so to speak. As long as the detail provided are plausible death can be avoided, though the character will most likely still be heavily injured in the process. In cases of extreme mismatches, such as a genin taking a village on by himself, such lenience will not be provided - in fact, death is permitted in such extreme circumstances even with DE enabled. This prevents characters abusing their ability to not die by doing silly or downright idiotic things in character. In short, the likelihood of a character landing blows that are fatal or crippling in such threads are left to those on the receiving end of an attack - as long as their is a plausible explanation, benefit of the doubt will be provided. However, if a player is abusing the first rule of in-character play or is horribly mismatched, mods and/or administrators may intervene if things are going "too" well for someone against all logic. Oftentimes plot missions, whilst not strictly marked DE, carry the risk of serious or crippling injury.
REWRITE TO REFLECT NEW DEATH STANCE
vii. Can't go rogue without checking by the admins.
We have no problem with characters running away from their villages and becoming missing-nin, so long as they have a good enough reason. As such, in order to a village shinobi to turn rogue the player must get a veto passed. The same procedure applies to switching villages.
viii. Summoning Contracts
Due to how useful and powerful summoning contracts can be for a character, we generally limit characters to one such contract. If you feel the need to make a summoning specialist who needs two contracts you may set up a veto asking for permission, though the contracts in question must be a logical choice or have an IC explanation. There's really no reason for an Iwa shinobi to be signing the Toad contract, for example.
ix. No "Last Survivor" Clan Members
Characters who are written to be the last surviving member of a clan are often just ploys to try and give a character a personal Kekkei Genkai, which will not fly with us. If you want a character to have a unique Kekkei Genkai, make sure you first submit and get a clan application detailing the bloodline limit's abilities accepted. Clans can have only a few members as opposed to enough to form a small town, but a clan is literally defined as a group of related individuals. So in short, no lone survivors who have awesome custom kekkei genkai.
x. Inactivity will eventually result in all your characters becoming the dead.
