After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.

It's treated as a supplement - a power up for techniques, in other words. An fireball produced by a technique that needs sage chakra has the types "ninjutsu, senjutsu" but is only treated as a ninjutsu for purposes of purchasing and special abilities

Senjutsu refers to a specialized field of jutsu that allows the user to sense and gather the natural energy around a person. Senjutsu practitioners can then learn to draw the energy of nature inside of them blending it with their own chakra, adding a new dimension of power to the Sage's chakra, resulting in the very powerful "senjutsu chakra".
After mixing the natural energy and one's chakra, it enables the user to enter an empowered state called Sage Mode, which can then drastically increase the strength of all ninjutsu, genjutsu, and taijutsu. A person who is able to use senjutsu is called a sage [仙人]. In order to use this, one must already have a large chakra supply or else they will be quickly overtaken by the sage chakra & petrified as the respective animal statue.
Additionally, in order to manipulate and focus sage chakra, one must focus his/her energy and remain completely still. Unfortunately, for this reason it is hard to maintain this state during combat. In order to master sage mode while in combat, many people will fuse with animal companions who have mastered the art of senjutsu so that while the user battles, their animal companion can continue converting energy into sage chakra. Sage abilities are very rare to see within human society, however in animal communities, as animals are much more in tune with nature, they are more prevalent. It is because of this that most humans who learn to manipulate sage chakra are taught by animals.

Senjutsu is a very rare and unique talent which is heavily protected by the shinobi villages. Each village has promised and sought out and made an alliance with animals that can teach and pass down the ability to its shinobi. Learning Senjutsu takes a lot of practice, patience and is incredibly difficult and if taught properly can be extremely lethal. Because of this, villages only have one shinobi learn to master the art at once. It isn't until that person masters sage jutsu that they allow them to decide upon a new student of the art. The current Senjutsu experts are also expected to act as diplomats between the hidden village and the respective animal tribes. They are to keep the best interest of both in mind when it comes to working out negotiations. Relationships between the animal tribe and the village are considered to be key, vital and very much sacred.
