After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.
A series of hand seals allow one to discharge electricity from their mouth into an object or person they are in physical contact with. This electrical current carries enough power to temporarily paralyze victims for a few seconds in addition to noticeably damaging them. This technique is ideally channeled through conductive materials (e.g. lengths of wire) or when in direct physical contact with another, as when using air as a medium it has a pathetic range of roughly half a meter. In particular, directing this current through conductive materials amplifies this technique's voltage and allows it to deal out significantly more damage.
This jutsu creates a weak wave of electricity that spreads across the ground within a ten meter radius. Objects struck by this electricity will be seemingly glued to the ground, restricting a shinobi's range of movement as well as securing loose tools (e.g. weapons) in place. As this adhesive property is essentially a powered-up version of static cling those with physical might on their side can pry themselves free with some effort. Additionally this binding effect can be canceled out by flooding the affected area with water, which "shorts out" the forces of static cling in the area. However the effects of this technique typically don't last any longer than a minute for inanimate objects, whereas efforts made by living beings shorten this length of time to a maximum of thirty seconds.
A simple technique wherein one concentrates quantity of raiton chakra in their hands. Said chakra generates a powerful electrical charge, sheathing both hands in bolts of crackling electricity. These localized auras of lightning unleash a powerful electrical discharge when coming into contact with another object akin to that of a taser. Shinobi on the receiving end of this technique experience a great deal of pain and can suffer minor burns, but nothing that will significantly damage their bodies.
This technique causes bolts of raiton chakra to extend from the user's palm and fingertips, carrying with them enough concussive to knock shinobi off their feet. Said bolts additionally discharge electrical energy into struck targets; whilst one bolt isn't noticeably threatening, multiple bolts striking together can leave victims near-paralyzed. These bolts can effects multiple foes if they fall within range on this attack, up to a maximum number of six (as this technique produces only six bolts total). In the aftermath of this technique victims experience numbness and limited paralysis for up to five minutes, depending on the severity and length of their electrocution.
A single bolt of lights extends forth from the shinobi's extended hand or open mouth, traveling through the air in a slight arc towards the target. Victims struck by this bolt are subjugated to a continuous electrical discharge that can cause moderate burns and limited paralysis. This lightning bolt then extends towards another target of the user's choosing within a ten meter range an attempts to strike true; if successful, the process repeats again. One can produce a length of lightning capable of a sustained attack on multiple targets simultaneously. However, the strength of this technique decreases sightly with each additional target caught in it's grasp. By the tenth "jump" this technique's power is reduced to the point where even genin can shrug off it's effects with ease.

Raijū Hashiri no Jutsu [Lightning Beast Running Technique] B-Rank|| Ninjutsu || Lightning || Mid-Long Range || Offensive
A single hand seal allows one to expel a mass of raiton chakra from their hand, which the user molds from a mass of crackling electricity into a wolf-shaped construct. The shinobi can then direct this electrical beast to "run" towards foes up to thirty meters away; the fine-tuned control one exerts over this construct allows it to make precise movements, making sharp turns near-instantaneously and dodging attacks meant to dispel it. At their discretion, users can have the wolf lunge forward and transform into a bolt of lightning (sporting a wolf's head) that flies in a high speed, linear line until it strikes a solid object. Upon making contact with the enemy, the wolf unleashes a powerful discharge of electricity that can throw targets backwards through the air and incapacitate them.
Raiton: Gian [Lightning Release: False Darkness] B-Rank|| Ninjutsu || Lightning || Long Range || Offensive
A single seal permits the user of this technique to concentrate quantities of Raiton in their hands or inside their fourths. This electrical energy is then unleashed as a piercing bolt of lightning up to thirty meters in the direction of the user's choosing. Said lightning bolt travels at velocities far exceeding those of mundane projectiles, and possesses enough penetrative force to blast through solid rock. One can increase the number of lightning bolts produced by this technique by expending additional chakra. However, these bolts travel in a mostly linear path, as as such are not suited to wide-spread-arching attacks.
While the user performs the long sequence of hand seals needed for this technique, a patch of dark storm clouds appear overhead and quickly grow in size. Upon completing the final hand seal this technique activates, unleashing the lightning chakra infused into these storm clouds. A massive column light lightning drops down from the sky and takes on the form of a long, serpentine dragon. The dragon then charges at foes, housing enough power to deal out serious electrical injury as well as intimidate onlookers.
This technique has the user flow their Raiton chakra as an electric current through a bladed weapon, be it a massive cleaver-like sword or a simple kunai. Doing so causes the chakra-saturated metal to rapidly accelerate at the molecular level, thus causing the weapon to vibrate at an incredible frequency. This motion allows the weapon to "saw" through objects with the same ease as one using a Fūton-enhanced blade, allowing it to heavily damage normally resilient materials. However, as this effects is generated by means of an electric current, breaking physical contact with the weapon will dispel this additional cutting power.

This projectile takes the form of a massive lightning bolt that, while slower than many raiton techniques, houses enough force to deliver serious electrical burns and send victims hurtling backwards through the air, Consequently the sheer amount of chakra required for this technique required a lengthy preparation time in order to gather and condense; most shinobi are forced to stand still while preparing this technique, leaving them vulnerable to attacks. If interrupted while preparing this technique one must start the process of condensing their chakra all over again, making its uselessness limited in close-range combat.
Raiton: Hyougai no Inazuma [Lightning Release: Damaging Lightning Hail] A-Rank|| Ninjutsu || Lightning || All Ranges || Offensive

The user the tosses these objects high into the air that, after reaching the peak of their ascent, drop back down to earth sheathed in powerful bolts of lightning. Each of these lightning bolts strike at random within a twenty-meter radius of the user's position; coincidentally, the spot at which these charged objects were tossed skyward is the only location where these bolts cannot strike within this area. The number of charged objects determines not only how many lightning bolts are produced, but how much chakra much be expended to perform this technique. The average number of objects charged for use with this technique is roughly a dozen; any greater increases the chakra consumption beyond that of the standard A-rank.
