After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.

RAITON: Kaminari bōro no Jutsu [Lightning bolo technique] B || NINJUTSU || RAITON || MID-LONG || OFFENSIVE
The user will focus to through his palms after the required handseals. Then extend his right arm outwards and pull from his open right palm, with his left hand. With a gathering running pace from his original position he'll keep the form of his arms, left pulled with his right hand still extended but brought down to make running easier. Then with momentum aim and swing his arm right around towards his intended victim or destination, then as well let go of his left arm, his right hand clenching. This inturn creates a spark of his chakra to ignite and electrify sending out two balls of electricity with a bar of electricity to conjoin, the balls spinning around each other. Sent at a speed at 60kilometers an hour, these balls make contact the victim can be insured a lengthy paralysed scenario lasting about 30 seconds, if the victim is able to dodge the attack it will create a small explosion that can daze someone close-by.

RAITON: Kaminari bōro danmaku no Jutsu [Lightning Bolo Barrage Technique] A || NINJUTSU || Raiton || MID-LONG || OFFENSIVE
Much like the original lightning bolo technique. The user will focus to through his palms after the required handseals. Then extend his right arm outwards and pull from his open right palm, with his left hand. With a gathering running pace from his original position he'll keep the form of his arms, left pulled with his right hand still extended but brought down to make running easier. Then with momentum aim and swing his arm right around towards his intended victim or destination, then as well let go of his left arm, his right hand clenching. This jutsu needing to input alot more chakra then it's other counterpart- the use will force the chakra out through his palm, clenched which will send a multitude of 10 lightning bolo's in a area of 20 meters infront of him/herself. With each bolo given the force to knock out it's intended victim with the shock from the attacks. Can cause death if too weak before being shocked. If the attack is avoided, each bolo can create a nasty explosion, about 5 meters in size.
KATON: Sōdaina hi no hyō [Grand Fire Hail] S || NINJUTSU || KATON || MID-LONG || OFFENSIVE
After performing the require handseals. The user will bring the last seal to their mouth, close their eyes, so to concentrate. Pooling the chakra, converting to oil-within the users mouth for the amount required. This jutsu would require a safe distance from the area of effect, due to the destruction that the jutsu can create. Bringing up their off-hand infront of the sealed hand already present, performing the same seal as the other hand to control the ferocity of this jutsu. The user dispells the chakra, igniting from their mouth, when the ball of fire passes both hands, the user will then break the ball, by simply breaking the seals, extending their arms outwards with their palms flat facing away. This ignites the ball of fire, creating a ferocious roar of the fire expanding, creating the ball to explode into multiple (20x) large balls of fire reaching around 5 meters wide.
The destruction that this ability creates, can backfire upon the user. Seeing as this jutsu can span quite a large area, this does infact create a dangerous scenario for the user as well if not properly managed. Eg. Shooting it from a large height, Shooting it from a considerable distance. etc. If the user were to use this in a closed space this would most definitely be one that could backfire with considerable damage.
Elemental techniques need the proper prefixes in their names (Raiton & Katon, respectively).

Sōdaina hi no hyō [Grand Fire Hail] - Could you try and maybe make this a little clearer? Because as written, I literally can't figure out what it's supposed to do ^^;
No to an Arank that surrounds the area with a storm/clouds, bump to Srank. Also you should probably add in the fact that the user is in danger as well, as there's no reason a storm would not rain down in one area in the middle of everything.

Alright since I was asked by a certain Little One to take a look here I am!
I personally have a few issues to sort out before even continuing on with any sort of grading.
-For starters what kind of grammar is that? Were you trying to literally screw a shrew while simultaneously typing up these descriptions? I'm having a hard time following any of the descriptions that you wrote and would like to request that you rewrite them so that perhaps a fifth grader would be able to easily understand what you're trying to convey to us. This isn't simply for staff ease, but newcomers to the forum that might want to know what your techs do would appreciate this as well.
-Secondly, Kaminari Boro, your B-rank. I think 60 km/hr is a bit of overkill. That roughly translates to 38 mph and we all no well that no human being can move that fast. Not unless you're like, Gai Sensai guru fast. I'd like for you to lower that speed so that it is actually feasible for an average Jōnin to at least have a chance of dodging it. I would say something more around 20 mph. Or you could wait until I pitch my concept for a speed system to Rambles.
-Thirdly, I know you mentioned the size of the explosion in your A-rank, however I would like you to make a note of the size of the explosion in the B-rank bolo as well. Furthermore I would also like you to make note of how the explosion is detonated. Is it through an added handseal, or perhaps the bolo hitting something? Also if it were to reach it's maximum travelable distance, would it simply fade out of existence or explode?
-Now as for great fire hail, I'd like to know how is this fired? Is it a cone effect ability or more of an in general area of effect. Cone effect meaning you breath out a stream of fire and it fans out reaching about 30 feet at it's widest point. Area of effect being more like you're the center point and this reaches out to an area of 30 feet in radius around you.
