After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.
Taught by his father who pioneered the style, Keisuke expels a cloud of vaporous methanol that he guides towards his target after a few hand seals. Once it has soaked into their clothes or settled across their skin or hair, he will ignite the gas into a blazing fire. While hardly visible in its gaseous state, dōjutsu users with chakra sight will have little trouble spotting it. Additionally ambient flames can also ignite the technique prematurely, or enhance an existing fire. Outside of the burns it can cause, this techniques real danger comes into play if the gas gets into the opponents lungs or eyes, as serious permanent damage can result. Given that the size of the cloud is only about that of a basketball however, Keisuke's aim would have to be extraordinarily precise over distances in order to use it in such an obtuse manner.
Forming the needed hand signs, Keisuke will expel a stream of methanol gas from his gullet towards an opponent. Much like other techniques within this discipline, the raw vapor is hardly discernible outside of certain dōjutsu users. When the stream collides with its intended target, Kei will form a one handed seal that will ignite the gas into a burning stream of fire. This technique can be more directed since it is being fed directly from the user. This makes it more risky to use however. External sources of fire can still ignite the technique prematurely.
Essentially a variation of the Shunshin no Jutsu with a personal twist. Keisuke will burst into flames from his center outwards, flickering out of existence. This technique is not designed to do any real damage. It can result in only minor burns if a person was either touching or very close to him. Outside of this, only a small blast of heat could be felt.

Fire Ant is equal in danger level to Solar Flare. They just function differently. Because Solar Flare is streamed from the user, it can be aimed via the user turning their head or moving. Fire Ant is a projectile. If the opponent moves from where the user aimed, the technique just misses. A basketball size cloud does not offer that much area of effect which is why I rated it a C rank. C rank techniques are generally limited in potency and can only do real damage in very specific situations. The damage from a facial blow is that very specific situation. Additionally, such an effect can occur with any technique like this, including Solar Flare. That's what methanol does to a person in those situations. There will always be that level of danger with any technique within the style if it hits an opponent's face. I intend to flesh out more about how these types of jutsu work in the Special Abilities section of my app.
This is the point where I'm tempted to say, "Do what I say cause I am all powerful mod." But I'm not a dick xD. You seem to have thought this through well enough.
