After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.

Personality
"Girl Next Door" is a fairly simple way to describe this wonderfully sweet grandmother. Energetic for no reason, curious and all around pleasant to be around; Haruko is a strange and jarring leader to have for a village known for it's slaughtering of citizens. She's helpful, if a bit plain and always polite to others - even those after her life. Which, wonderfully, tends to throw them off just enough for her to plant a kunai through their skull and leave them a corpse on the ground.
An honest woman, Haruko lives life with the idea that she should meet her problems face on and without excuses. A habit she picked up from her late husband. She works diligently to rebuild, re-establish and all around renew the stale minds and hearts of her people. There's a world out there just waiting for them to be a part of, if they'd only take that step forward to greet it.
But for all her clarity of character, she is a soldier. She has been one for the past 39 years. She has seen death. She has dealt death. And it wouldn't be absurd to say her campaign to the top was built on top a mountain of corpses. She doesn't hate herself, mind. She accepts it. Understanding that as simply the way of life that she has chosen. Shinobi are killers and she was aiming for the leading position. Top ninja. Top killer. But that doesn't mean she has to be a monster about it.

i. Experienced Soldier: It should go without saying that the Kage of the village is one whose accumulated a life time of service to their country, but eh. From a life time of moving between battlefields as her village demanded it, Haruko has accumulated a wealth of knowledge on techniques, skills and jutsus (but not use of) that can allow her to achieve a level of understanding of the battlefield that would leave many shinobi confused or disoriented. And as any soldier can tell you, knowing is half the battle.

iiii. Raiton Master: Someone with an inherent affinity towards lightning brand jutsu, possibly as a result of her Kekkei Genkai. Haruko just seems to understand this brand of jutsu on a level that even leave other Shinobi mind boggled. Some even call her a prodigy in it's regard. She can't explain it, however, and when she tries it ends in a fussy, stuttering way that comes out incomprehensible at best.
