After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.
Suzu no Oto [Sound of Bells] C || Genjutsu || N/A || Close/Mid || Supplementary
User must have proper equipment. The ninja will hurl senbon which have bells attached to string. After they hurl the senbon at their opponent, the dangling bells can be moved by the ninja to emit a ring at a special frequency. This frequency reaches directly into opponent’s brain and shows them the desired illusions. Unfortunately simple ear plugging will not prevent the illusions. One way this can be utilized is to confuse the opponent. By making the opponent see multiple copies of the ninja, he can confuse them as to his actual location. This is especially deadly when senbon or kunai are thrown, making it difficult to tell which weapon to avoid.

Alllright, Universal sound jutsu time! As I stated on Izaya's jutsu, I fancy myself somewhat of an expert. This shouldn't take long, even if I will be going one by one. So sit back, relax, make some popcorn and let's do this!
Arashi no oto - All non-sound ninja? That seems a little vague for something that's practically a genjutsu. I'd hate to break it to you, but that's what this jutsu is.. a genjutsu. Hallucinations are generally a side effect of genjutsu. That being said, I'm not fond of approving D-ranked genjutsu, especially one that pushes a certain reaction on people.
Fu Kaikan o Oboeru Oto - Again, Genjutsu.. and all non-sound ninja once more? Sound ninja aren't immune to sound too, you know. That'd be like saying a Fire style jutsu can't be used to incinerate another fire style shinobi. Sense.. it is not made! Also, the amount of sound vibrations pouring directly into the inner ear that would be needed to make a person feel sick is, as you may have guessed, quite high.. and it differs from person to person. Not everyone would react the same way.
Onkyou Genkaku - Illusion is even in the name of this technique.. how did you mess it up? I think you're severely underestimating the speed at which sound travels. If you can manipulate it anywhere within 75 feet, the moment you snap that twig, or clap your hands.. you don't have time to manipulate it. Sound travels at 342 meters per second.. that's just over 1100 feet per second. You'd not have time to do any sort of manipulating.
Enshuubyou Oto no Jutsu - Again.. genjutsu. Also, I don't know what kind of ninja Izaya hangs around with, but 'Noise of someone sneaking up on them..' suggests that they suck as ninja. If you're sneaking.. you shouldn't be making noise!

Hankyouteii - This isn't so much a jutsu as it is a skill, as normal humans can use echolocation if they're blind or have terrible vision. I mean, I can see it acting as an enhanced skill.. where chakra is used to otherwise boost a person's ability to see through sound, but unless the person can do it already.. it's kinda iffy.
Hifu Kurourusaundo - See 'Fu Kaikan o Oboeru Oto'
Jigoku no Me - You repeat yourself a lot. This is pretty much the echolocation jutsu, and is unneeded.
Suzu no Oto - It's a genjutsu, not a ninjutsu. Otherwise, it's approved.
Zankuuha - This is the jutsu used by that one guy who got his arms broke by Little Bitch Jr, wasn't it? I know it was founded by the guy, but surely no one in Oto still uses Orochimaru's freaky implants, right?
Kanakirigoe no Sematanoorochi - What does hydra have to do with this? I don't understand these names.. What's more, what's up with you using hand seals for sound jutsu? Doesn't that kind of ruin the flexibility of it? You know how I mentioned the speed of sound earlier? Yeah, in water it travels 4.3 times faster, reaching almost 1500 meters per second. That's almost 5,000 feet per second.. nearly one mile per second. Injure their ears? No, darling.. this jutsu would cause nearly every internal organ in their bodies to rupture. Massive internal bleeding.
Koukeiki no Eeru - A.K.A the 'Pay attention to me no jutsu'. The only issue I have with this is the last line.. the 'possibly uprooting trees'. It's not a wind jutsu.. you're just blasting them with pure force. You're Fus Roh Dahing them, basically. Now go scream at a dragon! Or maybe the hydra from the previous technique.
Oto Toukai - See Zankuuha, but replace little bitch Jr with 'Sand bitch'.
Saundo o On'nisuru - Genjutsu.. and it must be a really crappy tune if they'd kill each other because of it. Lrn2play4rlz
Uta no On'na-Yuwakusha - Once again, Genjutsu.. and I hate it. Why not draw on their corpses while you're at it, cremepuff.
Yobigoe no Kujira - I have come to the conclusion that you suck at making sound jutsu, and even more so at giving names to jutsu. You have the Hydra, the Siren.. and then a friggen whale. One of these things isn't like the others. Also.. Genjutsu
Jigoku no Oto - Again with this 'All non-sound ninja' bullshit? Your Hydra, Siren and Whale cry thing could affect allies, so why not this? Plus.. you just ruptured their damn eardrums. Stop sneaking around and punch them!
Konton to Shita Genjitsu - No.
Kanshinyuga - Super no.
