After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.
The user must have an instrument that produces a pleasant sound. Playing a soothing melody, the sound waves will be sent to the desired target, pushing restoring chakra and restoring some vigor to the target. It can only heal then about a quarter of their normal state, and it takes a lot of chakra to use. If the user is a medical shinobi, then the healing properties of this jutsu double.
Onsei o Shindou [Vibrating Voice] E || Ninjutsu || N/A || Close || Supplementary
The user will simply talk, as if doing nothing, when really they are lacing their voice with chakra, causing vibrations in the air, though they can't be felt. When these vibrations reach someone's ear, along with the user's voice, it can cause certain sounds to be left out. This can be used to conceal footsteps behind a target, or if the user is very high leveled, like a kage, it can cause even the sound of an explosion to be left out. This can be countered by someone simply covering their ears.
The user will lace their arm in chakra and swing it as quickly as they can horozontally in from of them from one side to the other. The resulting whistling sound from the arm cutting the air is sent out as heavy sound waves, vibrating the air hard enough to disrupt the path of a thrown projectile or harmlessly knock into an opponent. If the wave hits the head, it will cause pain to the eardrums from the sheer vibrations.

Sound jutsu, huh? Brings back a lot of memories from previous role plays. I fancy myself an expert on sound jutsu, which may sound like either a good or bad thing depending on your perspective. I promise not to go on a tangent or anything, I'll keep things nice and absolutely extensive brief
Onsei o Shindou - The only real issue I have with this technique is that it is an E-rank, and can be used to eliminate things 'other' than what is listed. Wandering around in the sound village forest at night? Don't worry, I'll slit your buddies throat and you won't even hear him scream.
Oto o Miwakeru - Doesn't need to be a jutsu. I can recognize things by sound, and I bet most people can too. It's not like we're dense.. and we're just normal people. Sounds more like a basic skill, which in my book doesn't need to be recorded as a jutsu. I'm not that uptight.
Oto Shindou - Is this jutsu not, in essence, the same as Oto o Miwakeru? Seems the same to me.
Chiyu Seika - Fucker! Stealing my bard healing song idea. Punk ass bitch.. Approved.
Sonikkusuraisu - This is why I hate Japanese. Look at the name of this jutsu! It's friggen ridiculous. You know that sound waves can cause internal bleeding right? You're missing a lot of potential here, but that's just me. If you want it to stay how it is now, then it's approved.. but you can always give it more 'oomph' yah know?

Probably could give it more oomph, but I need it to stay at the rank it is. Izaya's just a genin, after all.
