After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.
For the last twenty years of her life, Keres has devoted her entire being to being a respectable member of the shinobi forces of Kirigakure no Sato from the time she was just a young, eight year old academy, to the time she was a twenty two year of Sannin and one of the greatest Shinobi ever seen in her land. Cursed with corruption and plagued by greed, Kirigakure is a dying village, a village that as a Sannin Keres was tasked with saving the village by rescuing it from drowning in itself far, far too many times than should occur. With this task was never truly completed, a realization of how to complete her dream for a nation that was slowly killing itself by losing the water that held it together, by letting Shinobi lose faith, gain greed, and change loyalties. These are things that need to change, things that need to change before it is too late for the home that has tried so hard to survive and get through hard times yet can't seem to without a push, these are things that will be changed. Keres is hell bent on preserving her honor and fulfilling this single task through a myriad of different ways by completing a pantheon of goals designed to help Kirigakure achieve what it never could.
Now, having become the Mizukage of Kirigakure no Sato - the Village Hidden in the Rain, - Keres fully intends to utilize her power to drive this nation into a new era, a better era, a new golden age of Shinobi. Having seen the corruption, the vile, and the disgusting things that her fellow shinobi are capable of and willing to do to achieve an advantage or more wealth, the only goal of the new Mizukage is to root out the darkness at the heart of a village long plagued by evil. This evil is unacceptable and in the many years that she has sacrificed to serve her village loyally, Keres' hope that Kirigakure would develop into a better nation all she saw flourish was a disaster that were the missing-nin of her land ravaging the planet. This has driven her to achieve success where her predeccessors had little to no success in rooting out evil, only one of them, Mei, had any success in improving her nation, yet still they couldn't fix it and this is Keres' goal. Keres has a vision, a vision of an immortal, healthy, and powerful land with legions of loyal shinobi at their beck and call, a land of equality, and wealth, and a land that people flock to so that they may find a better life.
I can appreciate fleshing out ideas but I feel like you went on a tangent on an idea that does nothing to convince me (or other staff) as to why this character should be created. I dont feel convinced that you should have this yet. Please either fix or create a less influential character for now.
I do believe I should be allowed to create the Mizukage, as I know exactly what to do with them, I know how to lead a village, how to improve education, I like to interact with other people's characters, the feeling one gets from being allowed to have such an honorable position where you can interact with everyone and everybody is amazing, and feel as though this would be the only way I could fit in.
I've long been told I just couldn't do it because people don't like me, that time isn't now because I can do this.

PS: I was only doing what the "details" section wanted, I was telling you what I had planned for Kirigakure and how I planned to rule it. If doing what is wanted isn't good enough, then I have no clue what will be.
“Rather than your goal for the village, why don't you tell us why you can be the Mizukage? What things about your character make her qualified to hold that position? Have you had any previous experience being in a position of power? Tell us clearly why Keres should be the Mizukage.”
I have that included, she was originally one of the three Sannin of Kirigakure and a member of the Seven Swordsman of the Mist. She held Nuibari and is an expert tactician who would rather spend her time fixing the village utilizing strategies rather than participate in actual combat.
She isn't to be underestimated, neither in combat nor in the Kage's chair.
