After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.
KINKOKU NO FUDA [FORBIDDEN INDIVIDUAL CURSE TAG] C-RANK || JUINJUTSU || SHORT RANGE || SUPPLEMENTARY
While not entirely a threatening jutsu, it can be as equally cruel as any other form of curse seal. When placed on the body of the target, this seal works to connect with the afflicted's nervous system, reading the wavelengths of one's consciousness. In this act, it works to counteract the afflicted's desires if they attempt one particular kind of action: suicide. More specifically, if the target attempts anything that would knowingly cost them their life, the seal will work to keep them from performing any actions at all. This curse can easily be broken if the afflicted body part is heavily damaged, such as being stabbed with a blade. To counteract this, its placement is often reserved for the most vital parts of the body--namely internal organs like the heart--as attempting to remove the seal by oneself in such a way would activate the curse's restricting ability.
ZEKKA KONZETSU NO JUTSU [CURSED TONGUE ERADICATION TECHNIQUE] C-RANK || JUINJUTSU || SHORT RANGE || SUPPLEMENTARY
The line between truth and fiction in one's words is one most often made by a leap of faith, even by the most skilled of interrogators. It is through this seal, one placed on the very tongue of those in question in the form of a hexagram, that defines this line. When afflicted by the curse seal, the chakra resonating from within its makeup will synchronize with the wavelengths of the brain. This neural connection allows the seal to pick up on the slight changes in one's consciousness, especially when one lies. If designated to do so, the technique can cause the target a great amount of pain each time this lying wavelength is reached while simultaneously paralyzing the target, pushing the afflicted to tell the truth if they wish not to be agonized. While used in interrogations frequently, the technique has also found use within the special ops in villages, with the user being able to reverse the function of the curse; rather than causing pain if the target lies, the seal can cause pain if the target tells the truth. This works to keep secrets bound to the tongue of special agents, were they ever to be captured by enemy forces.
JIGŌ JUBAKU NO IN [SELF-CURSING SEAL] B-RANK || JUINJUTSU || SHORT RANGE || SUPPLEMENTARY
This technique starts when the user makes physical contact with the target's body, requiring it touch the body of the individual in question for the seal to be placed. At the user's whim, this seal will sprout long and thick branches from its core, each spreading across the skin of the target in a matter of moments. The chakra of this widespread seal seethes into and binds the very muscles of the target with force equal to their own strength; no matter how strong one is, they cannot simply overcome the paralyzing effect with their own natural physique. To break this paralysis, one must take one of three options: either the user releases the same amount of chakra that was spent on making the seal into the seal's origin, the user expels a far greater amount of chakra than that used in the seal from the majority of their body, or the afflicted must somehow gain an increase in natural strength outside of basic chakra-strength enhancement to overpower the binding force and break the curse. While this circular seal can be placed nearly anywhere on the target's body, it is best done so in an area out of the afflicted's sight, so that the first of the three releasing options is the least likely taken by the afflicted.
SEIYAKU FUIN [CONDITIONING SEAL] B-RANK || JUINJUTSU || SHORT RANGE || SUPPLEMENTARY
This is a particularly cruel curse seal used for both restricting one's enemies, or for intensely mentally training one's students. A seal is placed anywhere on the cranial region of the user's body; i.e. from the neck up. There are two functions to this seal, both of which must come into play sequentially in order to take effect. Its first use is through holding out a hand seal while the opponent acts, as the seal works to 'record' the specific action the opponent is taking. This can vary between a simple physical gesture, to the actual use of a specific technique. Once the hand seal is released, the 'recording' ends, and the seal will truly be activated. If and whenever the target performs that very action, the seal will resonate chakra into the afflicted's nervous system, bombarding them with an indescribable, mind-blanking pain. Being affected by this curse limits the target from doing whatever designated action the seal 'recorded', unless they willingly choose to invoke great pain upon themselves, wearing their minds away and eventually leaving themselves open for attack.
SHINGŌ JUBAKU NO IN [GOD-CURSING SEAL] A-RANK || JUINJUTSU || SHORT RANGE || SUPPLEMENTARY
An enhancement upon the Branching Curse, one that makes use of inanimate objects as well as living subjects. The seal is first placed on a target, on which it will remain dormant until the user activates it. The same paralyzing effect takes place on the afflicted, although the required amount of chakra to release is far greater than before. What makes this technique even more dangerous is its ability to be passed on to others through direct physical contact, from which the branching curse will extend and grow onto the newly afflicted. While the effects remain the same on all targets who come in contact with the sealed individuals and objects, the curse's ability to be broken depends on if the original marked victim's ability to break it. In the case of an object being the originator of the curse, one must either destroy it or remove it from the afflicted's touch in order to free the trapped shinobi.
SŌRANJU [CONTROLLING CURSE] A-RANK || JUINJUTSU || SHORT RANGE || SUPPLEMENTARY
This is considered one of the most heinous of curse seals, one that has nearly started unintentional wars between entire nations due to its potential ability of betrayal. Requiring a living target, the user will form a great number of seals before placing the seal upon the back of one's head, as unless the target is bald, their hair will help hide the curse mark. The chakra of the seal will seep into brain of the opponent, its menacing jagged pattern disappearing from the user's skin as this occurs. Once afflicted, the target will enter a trance-like state, in which they are highly susceptible to the commands of the technique's user. Its user must verbally designate both a specific command to the target, as well as what will trigger the target to obey such a command. After the command is spoken, the user's influential words will be imprinted into the curse seal, and the target will fall unconscious. From there, if and when the target recognizes the specified trigger designated by the user, they will return to the trance-like state and carry out whatever action the user has commanded of them. Most often, this technique is used to assassinate particular targets, commanding the afflicted to kill an individual upon seeing them in person. However, the command itself must be very specific in nature, as the chakra that brings the target into a trance-like state will only last within their brain for around a minute's time. It is a short window of opportunity for certain, but highly effective in creating sleeper cell shinobi for short-lived but nefarious purposes. The target will have no recollection of either the brainwashing process or the actual enactment of the user's command, leaving them oblivious.

Alright, so it's taken forever to finally get this decision made.. but the staff have gotten together and decided that Juinjutsu will not be universal. They will have to be submitted as a personal technique and judged from there. If you decide to use Juinjutsu ever, you may submit them again.
As of now, however, the Universal Juinjutsu have been Denied
