After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.

PHYSICAL DESCRIPTION
A small syringe with 2 ml of a light blue colored liquid inside. The liquid is tasteless and has no smell. The liquid is a memory effecting drug.
It has a very special and extremely complicated chemical structure that makes it easily identified in a blood test. Yet, only the ANBU in Kumogakure know the secret of how to create it. There is no cure or antidote to it.
SPECIAL ABILITIES
The only use of the medicine is to erase memories. It only effects the part of the brain where the short term memories are stored and completely erases all information that is kept inside. The result is simple - all memories created after the last time the person went to sleep are gone forever and it is impossible to restore them and the information is gone.
This drug is usually used by the ANBU of Kumogarure in order to erase the fact they visited a place. It is commonly used after field interrogations when the 'victim' does not need to be retrieved or killed. As result there is a feeling of panic in the place where the man/woman affected by the drug comes from.
Since the person drugged looses his short term memories, he is also unaware that he was having 'an interview'. Making the important people worried about what could have leaked.
The drugged person usually falls asleep 2-3 minutes after being drugged and stays asleep for nearly 24 hours. The chemical stays in the blood for about 16 hours. Traces of it can rarely be found up to 48 hours after the injection.
... memories... are gone forever and it is impossible to restore them and the information is gone.
I'm gonna have to say the drug is nice and appropriately niche, however nothing is perfect. There either needs to be some sort of antidote, or a way to at least partially recover some memories. I'm giving you the option of which one to choose, or even both if you want.

Basicaly, the reason its unfixable is right in the name: the drug affects the area in the brain called Cortex Preafrontalis. This part if the brain is the place where short term memories are being stored untill the person falls asleep and dreams. During dreaming time, the Cortex is being emptied and the short term memories are moved to a diferent part of the brain and become long term memories.
What the drug does is simple: it destroys the chemical-biological conections in the Cortex (the short term memories). If the conections are broken apart, the information stored in them is gone without becoming a long a term memory. Conections that are broken apart canot be restored.
