After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.
At last she the Raikage found a moment to relax and just take a break. Now this wasn't all that it was supposed to be, having just walked out of the Raikage building little over ten minutes ago and she had got stopped five times already before she could even get here. Being one of the few Tama's with nine tails instead of a lesser number of tails made her easy to recognize. Honestly she didn't care however, this was one of the things she had grown used to after becoming the Kage of the village.
That said Kumiko reached over to the training grounds, pondering what to do. Truth was told it had been a while since she had just sat down and watched what happened in the area as the fox always had a thing for watching the newer generation, something she learned fondly from her predecessor. But instead of staying in the open she decided to go for higher ground and ended up on top of a roof.
Slowly the female would settle herself down, using her tails for slight cushioning as she sat on the edge of the rooftops, amber hues looking out the grounds as she sat there. It was sunny and not too cold, and the Raikage loved these days herself and if she was inside she'd be cursing the gods for being cooped in.
The ashen dust gathered in the middle of an earthen out-cropping. There was no one in immediately sight, it was perfect; it was secluded. The ashes gathered and clumped together, slowly taking shape into something that resembled human. He flexed his fingers as they took form from the ashes, bringing them up so he could view them with his one formed golden orb.
His form was taking longer than normal to come to fruition, likely because he was not taking his usual form, but rather something much less... recognisable. His skin tone was still quite pale, so much that he appeared rather sickly if not like an animated corpse. His ebony locks fell just below his shoulder blades with the longest strands, his bangs perfectly framing his face. No ornaments, no masks, no horns or anything adorned his head. No wings appeared to protrude from his back. There was only his facial features visible beneath the black cloak that would adorn his body. He blinked a moment and when he opened his eyes again, they changed to a much more normal emerald hue rather than the golden tone they had sported previously.
Once his form was complete, his lengthy spiny tail reached out of the cloak for a moment before adjusting his cloak in the front then returning within the folds and wrapping itself around his waist. From there he would begin to walk. Each step he took was with feet clad in rather heavy looking black combat boots. Every step he took caused the bottom trim of his cloak to sway. Each and every step he'd take would bring him closer to standing behind her.
It wasn't at all a chore to locate her. She was an icon enough within the village of clouds. Everywhere she went the locals knew. She was easy to spot with those nine tails of her's. It made her quite the easy target for the bat. He approached her from behind making naught a sound in his approach. "Can you tell me, what is it that makes Kumogakure no Sato so great?" His voice was void of emotion.
