After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.
KASUIBUNKAI NO JUTSU [HYDROLYSIS TECHNIQUE] C-RANK || NINJUTSU || SUITON || SHORT-MD RANGE || SUPPLEMENTARY
Sato's personalized use of the Hydrification Technique has led to the development of this particular ninjutsu, one in which the user's body is split into separate puddle of water that he may manipulate at will. These separated bodies of water may then manifest parts of Sato from their surfaces, bearing the same functionality and maneuverability as if they were still attached to the rest of the rogue. This allows the rogue to attack an enemy from their blind spots. It is an assassin's greatest tool, adding surprise and range to his normal means of attack.
RAITON: MORIKŌ NO JUTSU [LIGHTNING RELEASE: SILENT DISCHARGE TECHNIQUE] C-RANK || NINJUTSU || RAITON || SHORT RANGE || OFFENSIVE
Electric chakra is generated with Sato's core and released all throughout his body with intent to saturate his flesh with an electric current. Physical contact with the man will connect the afflicted to this current, silently electrifying those touching him. The voltage works not only to ravage the internal tissues of the enemy, but it also paralyzes the muscles of the afflicted as long as contact is retained. However, the current's strength comes from its concentration; if more than three people are in contact with the Sato, the current divides and weakens to the point of harmlessness. Sato employs this often for silent take-downs, as the stunning technique prevents its victims from even speaking. Metals act as effective mediums for extending the current.
SUIGENSE NO JUTSU [RAPID RIVER BLADE TECHNIQUE] C-RANK || NINJUTSU || SUITON || SHORT-MID RANGE || OFFENSIVE / SUPPLEMENTARY
Sato's special swords are capable of liquefying as his body can with the use of the Hydrification technique. With some finesse, he can use this ability to soften and manipulate his weapons, either giving the metal new shape or repairing damage done to the blades. When liquefied, the metal may allow objects to slip through its malleable form, but its sharp cutting edge remains just as effective. Releasing the technique while the blades are warped results in a permanent change of their shape as well as the return of their hardness. His most common use of the technique is a sudden five-meter extension of the swords, spearing them clean through his unsuspecting victims.
BAKŌNSEN NO JUTSU [EXPLODING HOT SPRING TECHNIQUE] B-RANK || NINJUTSU || SUITON || SHORT RANGE || OFFENSIVE
Chakra is massed into Sato's stomach as he uses the Hydrification technique, working to suddenly and rapidly convert the core of his liquid body into dense vapor. This sudden expansion of mist within Sato results in an equally sudden eruption of his body, causing the rogue to more or less explode into steam with unexpected violence. While the steam itself is not too dangerous, as it merely scalds those caught within its range, the strength of the technique lies in the stone-shattering force of the blast. Sato uses this technique as a means of quick escape, aiming to both destroy any potential forms of prison he may be in as well as disperse himself and go into hiding.
GIRIKI NO JUTSU [MIST DEMON TECHNIQUE] A-RANK || NINJUTSU || SUITON || SHORT RANGE || SUPPLEMENTARY
Sato's supposed antithesis to his acclaimed Mist Spirit Technique, one in which he reverses the function of the ninjutsu that won him infamy. Rather than releasing one's mass as body fluids into the surroundings, Sato will instead draw water from his surroundings and into his body's mass. Much like the Great Water Arm technique, the collected moisture adds to Sato's musculature, although this technique affects its entirety. What was once a rather lithe rogue becomes a massively muscled man, his body is swollen with raw physical power. Even the blades hidden within his forearms will have increased in mass, their size and weight fit to scale with his own. This added girth to his muscles grants the man strength greater than that of the Great Water Arm to the entirety of his body, though the added weight of the moisture comes at the cost of his once great speed. Unlike his other signature technique, Sato can enter a liquid form in this state, although he lacks his usual maneuverability. Speed and maneuverability are important in the field of assassination, but when raw strength is required, Sato believes in the sacrifice of skill for the sake of gaining power.

I've got mixed feelings about these. Some of them I really like, others.. I'm a little iffy about. I'll go through them in order, just so I can address each one individually.
KASUIBUNKAI NO JUTSU [HYDROLYSIS TECHNIQUE] - At first, I was a little skeptical about this technique. The ability to separate parts of your body using your hydrification technique and then control them at will must take plenty of chakra, considering you'd need to control the moisture balance in order to keep the arm mobile after it's been cut off, seems quite advanced.. far more so than a simple C-rank. Then, however, I looked at the lethality of this technique. It's actually quite low, so it really can only be limited to the opening attack to a combat. If you fail to end your target with the first strike, which would likely be this ability, I don't see anyone falling for this twice. Therefore it's approved.
RAITON: MORIKŌ NO JUTSU [LIGHTNING RELEASE: SILENT DISCHARGE TECHNIQUE] - This is a technique that I have issues with. I understand that it's made with your own chakra, but electrical current is supposed to be the Hozuki's bane. You aren't able to control your liquification under those circumstances, and it would constantly harm you. The effects are pretty weak, so it'd be rather easy to ignore. I don't want to flat out deny it, but I believe that it should be reworded or modified a bit.
SUIGENSE NO JUTSU [RAPID RIVER BLADE TECHNIQUE] - Only issue I have is the length of the blade. 5 meters? Have you met the one-winged angel lately? Also, do you know how awkward that would be to use?
BAKŌNSEN NO JUTSU [EXPLODING HOT SPRING TECHNIQUE] - I know that the Hozuki can still control their bodies when they've been liquified, but I don't think steam is part of the liquification process. In fact, I think if your body was turned to steam while you're in a liquid form.. you'd die.
GIRIKI NO JUTSU [MIST DEMON TECHNIQUE] - A.K.A 'This isn't even my maximum level no jutsu'. Approved. Seems legit, and I was wondering when someone would make a full body Muscle-arm technique.
So for now, I guess this list is pending. Lemme know when changes are made, or we can chat about the stuff via C-box.
If I'm understanding your ruling on RAITON: MORIKŌ NO JUTSU right, I don't think you'd have to worry about the character using this alongside of Hydrification. Apparently the use of more than one elements at the same time is basically impossible without a kekkei genkai allowing it (i.e. Ranton) or through the cooperative use of clones.
Unless you mean that that a Hozuki shouldn't be able to use it because of their liquid body, which is a misconception many make considering how much Suigetsu used it in the series. As you probably know, Hydrification is a technique that turns the body from solid to liquid, or from liquid to solid. So basically, unless they want to be a waterman, a Hozuki is just a normal person in terms of their anatomy. Using an element that isn't Water Release just means they can't go liquid, is all. They'd be free game to all sorts of attacks, then.
If it's still iffy regardless of either point, I can make the needed adjustments.
SUIGENSE's awkward length doesn't really matter, considering just what the creation of that length is intended to do. He wouldn't be swinging them around.
BAKŌNSEN takes the Hiden for granted, that much is super true. Though the creation of steam was more akin to the creation of mist, which is something you can do with Water Release. Considering it's this very Water Release that grants a Hozuki control over their liquid selves, I imagine one could do nearly anything with their bodies that they could do with other Water Release ninjutsu. Add the fact that (apparently) there are universal Water Release techniques on here that let you boil water, I can find a way to make it work regardless.
As far as sudden Hozuki death via evaporation, it wouldn't necessarily be the case in terms of either mist or steam. Both are aerosol--i.e. tiny droplets of liquid small enough to be suspended and carried by air--and thus both are technically refined forms of water. All one would have to do is converge the droplets together as they would otherwise and bam, you'd have a normal liquid body again. Seeing as you can turn water into mist with Water Release, it doesn't seem like that much of a stretch that Hydrification's control of one's liquid body could reverse the process. Granted, that's not to say Hydrification by itself could just turn a Hozuki into an aerosol like mist or steam, just that one could revert from such a form back to a liquid with it.
Regardless, Sato has his Vaporization Technique in which he can become and manipulate himself in an aerosol form. It could facilitate this transition. Turning into steam wouldn't cause him much bother so long as he could use chakra.
I don't see why you wouldn't be able to utilize both Suuiton and Raiton at the same time. You're right that mixing elements can't be done without a Kekkei Genkai, but utilizing them simultaneously without mixing them has always come across as rather easy. At least in my mind it is. This 'Misconception' is mostly due to the fact that, as far as I can tell, Hydrification is a passive ability. I don't think it needs to be active or deactivated. The reason I say this was because Suigetsu shifted to a gel-like state when he lost consciousness, meaning that a conscious effort is needed to retain your human form.
If it is indeed a passive, then it needs a weakness of some kind. If it's an active, then it really becomes pointless to sneak attacks. I'd like to keep it a passive, but considering you'd be immune to nearly all physical attacks.. the question remains 'How do we kill them'. I'd assume that you'd need to absorb the same amount of moisture that made up your body, so if part of the liquid is dispersed via either intense flames, heavy wind or absorbed into the earth.. there may be complications concerning coming back together, or maybe it takes more time. See what I mean?
