After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.
Kimiko is a tall woman, standing at 5'9''. She can be imposing of you are not used to her antics. She has shoulder-length rosy pink hair, bangs trimmed but swept out of the face. The keeps a partial bun above her right ear, where a sandpaper flower is pinned. This flower is her charm, something all Origami members mutually share. Her eyes are a warm jade green.
Around her neck, Kimiko keeps her black Sunagakure headband tied, hiding the collar strap of the white halter vest she wears. Underneath she wears a fishnet t-shirt over c-cup breasts. Her thin waist curves out to broad hips covered in capri-length navy blue pants. She keeps her kunai holster on the right thigh, and shuriken pouch behind the left hip. On her feet are white pump-style sandals, making her appear two inches taller than she already is. She wears black gloves, as well. Her rapier hangs on her left hip.
When in office, she wears her Kage hat and robe, but if she's wandering the village, she will don a sleeveless version of the robe, more of a haori, really, and forgo the hat.
Kimiko used to be a major airhead when she was younger, and, admittedly, still has her moments. But, she has grown into a confident woman who knows her place in the world. Sometimes, she'll use that to her advantage on her villagers, but it's all in good fun; she always apologizes if she genuinely offends someone with her antics. Despite her ungracefulness, she does her job properly as the Kazekage, always making sure she gets her paperwork done before gallivanting about the village in an undignified manner. Sometimes she'll hire a chuunin or two to help her get it done, but it is always done by the end of the day.
She can be quite sassy when she chooses, picking on people and teasing them. Some of her behavior could be defined as sexual harassment, but more than anything, if she does something to you, it's for kicks and to see your face. When annoyed, she's been known to throw darts at people, and if angered enough, punch something to relieve that stress, often times breaking it. Then, of course, once she's cooled off, she has the courtesy to fix whatever it was that she broke.
The lack of grace she shows in her village disappears when she needs to take her stand and fight for her people and her home. She is an overwhelming force on the battlefield with all the ferocity of a bijuu itself. She would one day like to reclaim the Ichibi to Sunagakure, but knows this would take years of preparation, the likes of which she's already begun.
Kimiko was quiet as a child, always working hard to get the things that she wanted. She was slightly clumsy and spacey, and would walk into things or trip or drop things for no inexplicable reason. She looked up to the Kazekage, a graceful and poweful man, who was a superhero in her eyes. She wanted to be just like him. So, naturally, whenever he walked around the village, she would trip him up at the heels, asking for attention, showing off all the skills she had learned in the academy. The Kazekage was a patient man, and put up with her childish ramblings. She admired him so.
One thing she'd had trouble with in the academy was chakra control. She had chakra, a lot of it in fact, but couldn't control it too well, and that almost led her to fail the graduation exam. Almost. The day came when the new genin, Kimiko included, were to meet up in the large training area, tables filled with specialized weapons. The Kazekage himself would oversee instruction and choose an apprentice to train personally from the group.
Kimiko had chosen a rapier, a light and speedy one-handed sword. And, after a week of group trianing, she, her, Kimiko had been chosen to be the Kazekage's apprentice. She couldn't believe it. She had been chosen! That night she had gone to bed, squealing into her pillow, imagining the future to come with the Kazekage. Maybe they would get married, too!
But, training was nothing like Kimiko had expected. She showed skill; a raw talent that needed refinement. The Kazekage worked her to the bone each meeting; nearly every day. Some days she didn't want to go, some days she didn't want to get out of bed. Some days she cried and some days she bled, but all days, she continued meeting the man to train. She was changing from a giddy teenager to a first-class shinobi right before the village's eyes. No longer did she hound the Kazekage, dreaming of marrying him or silly things like that. She was a warrior. He'd taught her how to weild sand jutsu. He'd taught her how to be a competent fighter. She had a gift, and that gift was being finely cultured.
By fifteen, the girl was a chuunin. She still met privately with the Kazekage; there was still so much to learn. He helped her apply her shikigami no mai techniques to the sand, creating something akin to sandpaper. He wasn't a paper user like she was, but their training together let him learn about her mother's jutsu. But when she became twenty—a fresh jounin—the unthinkable happened. The bijuu had been scarce for years, but one attacked the village: Shukaku the sand demon. It was unknown as to why the beast attacked, only that its rampage needed to stop.
The Kazekage had acted spectacularly. There was a pool of exceptional children in stock in the event this should ever happen, but this had been done in secret. The reason why, no one but Kimiko had known, and she would be the only one to know. The bijuu had been sealed into one of the children, however it had cost the Kazekage his life. The seal that bound the monster to the child required a price much too steep.
His apprentice was to take his place. Kimiko was young, much too young. But he'd trained her and that was what he would have wanted, the council members guiding her. She didn't want the job. Her hero was gone. She didn't blame the demon, no, she was smarter than that. But, she couldn't help but feel resentment when she thought of that day. She wasn't ready. But, the fact was, she had to be. The next day after receiving the news, she held her head high and walked into his, no, her office. The previous Kazekage had put the utmost faith in her. The elders would help her; she wouldn't be alone. The retired Kazekage of before still lived and guided her. Backing down wasn't an option. She needed to shed her childish mask and become a woman that her country needed. So she did.
But, the sacrifice of her hero was for naught. The child the bijuu had been sealed into barely survived six months before the corrosive chakra of the beast overwhelmed her, and she was killed, the beast running rampant once more. However, instead of attacking the village again, the Ichibi took off into the desert, and no word has been heard of it since. This fact made Kimiko's heart ache. She'd take up what her teacher and hero had left behind: She'd reclaim the Shukaku to the village of the Sand. That had been the goal of the Kazekage, and, in effect, her goal as well. But she'd go about it differently.
Kimiko looked into the young children, babies really, and looked into their lineage. Instead of taking on an apprentice like the tradition was, Kimiko would train a team. She selected a few children that were promising, and sought to oversee their education within the academy. As they aged, that pool of preferred children grew smaller as they showed less promise, but she would only train three, so it wasn't a problem.
The council knew of her plans. They had been uncomfortable with her succeeding the previous Kazekage's plans, but her method was different. Perhaps... perhaps it would work. The Shukaku was a powerful beast, and would provide Sunagakure with an ample weapon if things grew dire. Those three children would be the jinchuuriki candidates, and she would personally train all three of them to be able to control a beast. When she was satisfied, she'd hunt. The Shukaku wasn't likely to leave the desert as a demon of sand; but most of Kaze no Kuni was miles upon miles of uncharted desert.
i. Jiton Release: Kimiko was born with the Magnet Release, allowing her to manipulate the sands of the desert.
ii. Origami Clan: Kimiko is a member of Sunagakure's faction of the Origami, the practitioners of the Shikigami no Mai techniques. She is capable of breaking her body down into countless sheets of paper as well as use it in attacks or, more often, more mundane things.
iii. Chakra Enhanced Strength: Kimiko is a lot stronger than she initially comes off looking to be. This is because she energizes her muscles with chakra to deliver heavy blows when necessary. Sometimes, when unnecessary.
iv. Expertise Ninjutsu Training: Despite using physical weapons, Kimiko's true danger comes from her ninjutsu techniques, having spent her life training not only on her own, but with Origami elders and the previous Kazekage to hone her skills.
v. Enhanced Chakra Capacity: The previous Kazekage had taught Kimiko how to cultivate her chakra and exceed the bounds she had when she was young. However because of her enhanced capacity, sometimes she pushes too much chakra into her ninjutsu and makes an attack much larger than necessary, wasting chakra. That only happens when she's not in control of her emotions, however.
