After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.

Chi barely had a moment to flinch away from his touch before her movements were stilled. Panicking, she tried to turn her head; finding that she couldn't, she whimpered softly. What on earth had the masked man done? She'd never heard of a technique that could do something like this (albeit, she hadn't heard of many techniques, period).
Sara looked into her eyes, and she would absolutely see the grief and terror reflected within them. Then the world turned black. It reappeared, eventually, but it wasn't the travelers and the road. She was trapped on the edge of a cliff that was slowly crumbling away, surrounded by a darkness filled with monsters she couldn't even begin to imagine. Her fear overtook any semblance of rational thought and she stood, paralyzed and vulnerable.
With the girl pacified by the genjutsu and her movements halted by his own, Xero turned to his accomplice. "Good job Sara. This one may live to tell another tale." He praised. This would only be the beginning of the crimes the young one would commit. As time went on he would increase the level of severity. This was simply a warm up.
"Now strip her of her belongings." The man stated in an even tone. That was the whole purpose behind this exercise. While she would be doing all of the grunt work, he would continue to restrain the target in case she happened to get out of the illusion prematurely. Once all of the possessions were in Seiya's care, Xero would handle the rest.

Oh, what a relief. Seiya didn't lessen her focus, knowing that they'd attacked an enemy shinobi and releasing her would promote retaliation. Scared, yes, stupid no.
"Now strip her of her belongings."
Petty thievery. This girl didn't even look like she had much to offer. Putting on hand on Chiyoko's shoulder to keep her steady, Seiya slipped the more obvious bags away from the smaller girl before working on the shinobi pouches. Once removed, they were placed in the largest bag for easy transport. Seiya's small hands felt along the girl's body, seeking out any hidden weapons or other items. She didn't particularly like doing this, but as long as no one was getting hurt, she would absolutely steal everything she had to.
Convinced the girl possessed nothing more than the clothes on her back, Seiya hoisted the bag onto her shoulder. After a moment of thought, she pulled a rope and a knife from her bag and used it to tie the girl's hands together in front of her. Once she woke from the illusion it would be little more than a distraction; any academy-trained shinobi could get out of ropes like those.

It felt like an eternity that she was there, with the creatures of nightmare circling ever closer, their crazed howls sending chills down her spine. Her heart was racing so fast she felt as if it would beat its way out of her chest in a desperate attempt to free itself from the constraints of fear.
The next time she blinked, she was back on the road. It wasn't real, none of it was real... She tried to reach a hand up to smooth the bristling fur on her ears, and found that her hands were tied. After a moment or so of thought, she used the Rope Escape Technique and tossed the rope aside.
It was about then that she noticed all of her stuff was gone. All her tools, her spare clothes, the pictures she'd taken with Yuu and Okami... The material possessions were important because she couldn't just replace them; at the present, she was hardly making enough money with D-Rank missions to pay her rent every month because her landlord insisted on her paying the pet fee because she was part cat, the asshole. (That was a word she had learned from Okami.) So she had to get that stuff back. Not to mention the fact that she could never replace those photos or other keepsakes she was taking home with her.
Thankfully, the two were still in sight. Bristling with anger, Chi started after them. They were clearly shinobi, so she didn't feel one single bit of remorse as she wove a string of seals and sent a large water dragon roaring in their direction.
"Give me my stuff back!" she hissed. "Or I'll make you."

Xero eyed the knot Seiya had been tying. Didn't this girl know that ropes were practically useless against shinobi? Oh well, at least she was trying. Rather than worry about that, the man decided to leave it be. The ropes would be a momentary distraction if anything, and depending on when the cat-girl awoke, things could get fun.
They had only made it a short distance away when he heard the girl scream at them. The rogue turned, eying the water dragon flying toward them out of the corner of his eye. Rather than try to counter the jutsu he shunshined forward, past the torrent, so that he and the girl we're face to face. He grabbed her upper arms to prevent her from doing any more jutsu. "You're gonna what?" His tone had changed drastically from the nice friendly person he had been pretending to be. He had been willing to let her live, but then she just had to try and attack.

Seiya gasped when she turned to see a massive serpent made of water rushing towards her. Sano-san had abandoned her side and disappeared behind the rush of water, likely to the girl. Not that Seiya really had time to worry about it. Stolen bag dangling from her elbow, she popped her parasol open to the first of two latches. Spinning it, the dragon collided with the oddly-shaped weapon and sprayed in all directions, the force of the impact shoving her a good ways backward before taking her off her feet at the parasol out of her hands completely.
Landing on her butt heavily, the parasol rolled around her, and she looked upward to see Sano-san gripping the girl's arms.

The man used Shunshin to appear directly in front of her and she squeaked, panicking. As he grabbed her she pressed her right thumb into her left palm and summoned half a dozen bees, which buzzed angrily in the air around her, sensing their summoner's fear. She tried to direct them to sting him wherever they could find a place to sting, but her commands were clouded by her inability to calm down. Two of the bees landed on his hands but didn't sting, and the other four buzzed around his face, bumping repeatedly into his mask with their stingers.
She tried to make the seals for another technique, stumbling over them in her fear. Chi had hoped one of the bees would manage to sting him by now, but they needed her direction to do so and they weren't listening because her stupid feelings were interfering. So she just fumbled through the seals and basically vomited a large volume of sticky honey at him. If he didn't get out of the way fast, he would start sticking to himself. If she hadn't cleaned Yuu off when she'd accidentally covered him in the stuff, he would've gotten all stuck together and been unable to move once it dried - and it dried really fast, as she'd learned when she'd got her ears coated in it.
Kuchiyose no Jutsu [Summoning Technique] Mitsunento No Jutsu [Sticky Honey Spit Technique]
And she summoned bees. Bees. Not even a very intimidating number either. This led the man to believe the girl was not very experienced, and the fight would be an easy one if he were serious. Though he preferred to play with his victim's if circumstance permitted. The good thing about having almost no exposed skin meant there wasn't much for the bees to sting him, other than his eyes. Hopefully they wouldn't go for the eyes... Still the incessant tapping on his mask was mildly annoying.
The distraction brought on by her little pests bought her just enough time to complete her set of hand seals. Once he realized she was about to spit something he deftly dodged back and to the right. His left forearm ended up covered in the sticky honey. At first the man tried to shake it off, but after realizing that it was a futile effort he stopped. After a short while the honey had hardened around his hand, which would prevent most shinobi from continuing to perform jutsu.
The quick thinking rogue would attempt to take advantage of this. If the girl lowered her guard for even a second he would go on the offensive. "Wha-what the hell is this?" He exclaimed, taking another step away from his enemy. "Gah it's all sticky and hard... Fine you can have your stuff back, just tell me how to get it off." Xero was certain he would find some way to remove the troublesome substance, but for now he was feigning surrender. "Sara, come drop her stuff off."

Seiya squinted at the male. Sure the whateveritwas that the catgirl had spit on him was gross but giving up that easy was not like him. It was probably a plot of some sort.
"Sara, come drop her stuff off."
Seiya nodded, even though she was behind him and he couldn't see her. She grabbed the parasol and closed it, shoving the spike into the ground to help her heave herself to her feet. Getting closer, she could see big yellow and black things floating in the air, but as soon as the buzzing reached her ears, chills ran down her spine and she froze. Were those... hornets? Why were they so big? Holy shit. Nope.
Seiya was within a few feet of Chiyoko when she stopped, the hornets having the majority of their attention on Sano-san. Edging a little closer, she flung the bag at the girl and skittered away, eyes locked on the buzzing insects.

Wary blue eyes were fixated on the masked man. He was just... giving up like that? Something seemed fishy about that; perhaps it was just her paranoia and fear, but the catgirl wasn't going to let her guard down that easily.
Sara tossed her pack, and it landed next to her. She nudged it behind her with her foot and, still bristling, looked at Xero. "All it takes is water... I-I can help."
She made a few hand seals, inhaled deeply, and blew out a stream of large bubbles, which floated innocently through the air toward Xero. They surrounded him, and Chi blinked owlishly. "You're gonna get a little wet..."
And she snapped her fingers, detonating the bubbles in an explosion more powerful than that of an explosive tag.
Suiton: Houmatsu no Jutsu [Water Release: Bubbles Technique]
As the girl began forming hand seals for another jutsu, Xero began preparing his escape. He may have been acting helpless, but he was no fool. Hand seals nearly always mean offense. The man offered an uncertain look at the transparent spheres as they closed in around him. She was so certain he was caught, helpless within her technique. The bubbles exploded, kicking up a good amount of dust as the man swapped places with her conveniently placed pack at the last second.
He stood towering over the short girl from behind. That was his last straw. The rogue formed a short string of seals with his free hand, causing raiton chakra to surge into his left arm. The chakra caused the solidified honey binding the arm to become brittle enough to break. Then the man brought his arm down upon the girl, intending to shatter the hindrance on her skull.

Seiya had never seen Sano-san this mad. Even when he'd killed that couple, he'd seemed bored, blaming it on Seiya as if it had been her fault. But now his chakra pulsed with rage, nearly tangible to her senses.
“He will kill you if you fight!” she screeched into the girl's mind, unsure if she'd even be heard or if it would do anything in time before the fist would connect with the catgirl's skull.

As soon as she'd detonated the bubbles, Chi made the seals for Kawarimi and swapped with a rock a decent distance away. She whimpered quietly when she saw how the man had switched with her pack and had slammed a lightning-coated fist right where the back of her head had been.
What she assumed to be Sara's voice screeched into her mind, making her flinch. What on earth? How did... That wasn't important right now, was it? Xero was still there. He was still mad. Chi could only hope that he'd hurt her less if she stopped fighting.
Her legs shook, and she sank down to her knees, beginning to sob. Clearly all the fight had left her; even her fur settled down flat. She curled her tail up onto her lap and yowled, despairing.
The hardened honey that had coated his arm crumbled when his fist hit the rock she had swapped with. So, she escaped did she? Not for long. He spotted her hunched form not too far from him. He formed more seals and placed his palm to the ground. This increased the force of static electricity in the area, ensuring the girl couldn't pull any more tricks as he slowly walked over.
When he reached the girl, the man was surprisingly calm. Almost too calm. "Shh..." He said, pushing her onto her back. He followed by straddling her to keep her legs pinned and forcing her left shoulder down with his right hand. His left hand gently wiped a tear from the frightened girl's cheek. This would trigger a genjutsu making her believe she was choking on her own blood. A kunai slid out of his sleeve into that same hand, lingering in her vision for only a moment before the hand retreated back toward him. "Don't cry Chiyoko, this will only hurt a little."

Thank gods the girl had escaped from being bashed in the head. She'd seemed to of heard Seiya's voice, beause she sank to the ground and cried instead of fighting more. No one really got hurt, so it would be okay, right? They could just leave, couldn't they? She didn't look like she was going to fight anymore.
But when Sano-san put his palm on the ground, it appeared as if he was going to do more. She didn't even get a chance to question, for she felt the tingle of electricity in her legs and gasped at the odd pain. Trying to run proved fruitless; she was glued to the ground and succeeded in nothing more than falling backward onto her butt. She watched helplessly as the man pushed the girl down and straddled her, the position bringing forward memories that Seiya tried to keep at bay. Please, no... and she couldn't even yell.
