After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.
EVERY NINJA HAS THEM - QUESTION IS, HOW MANY DO YOU GET?
When characters are first created, their rank determines the number of jutsu that they are able to start off with in addition to how powerful these jutsu may be. As one might expect, lower ranking shinobi such as genin start off with a smaller number of lower-ranking techniques in comparison to Jōnin, who start with a varied and powerful arsenal. Rank additionally determines the number of elemental chakra manipulations a character may start off knowing; however, note that characters possessing advanced nature Kekkei Genkai are allowed to ignore this value if it would prevent them from using said advanced nature.
The list below shows how many jutsu of each rank characters are permitted to start off with, as well as the number of chakra manipulations they may possess. Not that most ranks (excluding academy students and genin) get at least two sets of jutsu - one of a lower rank, and one of a higher rank. This is a means why which to regulate the power and level of jutsu characters can start with.
Academy - 1 Chakra Element || 4 D-Rank
Genin - 1 Chakra Element || 9 D-C Rank
Chūnin - 2 Chakra Elements || 14 D-C Rank || 3 C-B Rank
Jōnin - 3 Chakra Elements || 20 D-B Rank || 6 D-A Rank
Kage/S-rank - 4 Chakra Elements || 25 D-B rank || 9 D-A rank || 3 S-rank
Keep the following in mind when making jutsu selections:
We highly discourage characters from start with higher-ranking jutsu associated with their weakest Shinobi Path. While this is subjective from character to character, just keep that in mind.
You may always substitute a high-rank justu for one of a lower rank if you so desire. For example, a Kage could forgo one of his or her S-rank technique slots in favor of a B or A-rank technique
Any elemental chakra manipulations a character starts with must have a corresponding technique. Therefore, you cannot start someone off with the fire chakra manipulation without some sort of fire technique. There are two exceptions to this rule:
1) Advanced Nature Kekkei Genkai users may start with their advanced nature and the elements required to use it; however, they may not learn techniques of said advanced chakra nature until they have learned at least one technique for the elements that make it up. E.g. one cannot use Boil release until they know a fire technique and a water technique.
2) All characters start with a chakra nature affinity regardless of their rank. This represents what element would be the easiest for them to use, and is (generally speaking) the first elemental manipulation they learn. One must still list their elemental affinity under their chakra manipulations on their profile.
Genin who try to start with all C-rank techniques aren't gonna fly. There should be some sort of balance in the number techniques from each rank; this applies to all characters. Likewise, a Jōnin who has 18 B-rank techniques and one C-rank won't fly either
There is no limit on how many techniques can be purchased via earned experience in-character. As long as you have the experience for a technique, you should be good.
The price to purchase techniques is determined by two factors: character rank and the Paths of the Shinobi. The cost to purchase jutsu goes down the higher a character's rank, while jutsu are also cheaper or more expensive depending on which Paths of the shinobi they took as their primary, secondary, and weakest Paths. Price details can be found on the purchasing board.
There are Forbidden Techniques [aka Kinjutsu], jutsu so powerful that they could break everything, and as such only a specific number of characters can use them at any given time. In order to have a character start with (or learn them in-character, which is was we strongly recommend), you'll need to submit a veto asking for permission. Forbidden techniques include such fan-favorites as the Rasengan and Chidori, just fyi. Information about these techniques can be found here
Depends on their rank and special abilities. Basically up to you, depending from character to character. I say unless they have a special ability supplementing something from their weakest path, however, it'll be a no-go for most techs
