After the Fourth Great Shinobi World War ended, the world was experiencing a time of peace. The villages for once were able to live in relative harmony with one another as they rebuilt, and for once, all seemed to be well. The kage were able to live peaceful lives and soon began retiring, passing on the baton to the next generations. That is until an unknown virus infects the northern coast. The first to fall is the once powerful Raikage, Ay. While many thought this virus was a simple mutation of what may have well been the flu, no one would ever think of the destruction it would cause. Especially when it infected a certain Uzumaki Naruto.
With his death came the malice; with the malice came the destruction; with the destruction came the shinobi' revolt; and with the revolt came the sacrifices. The Bijuu became filled with malice that they sought to destroy the world. Shinobi sought a way to fight them and once again capture each of the Bijuu. Time passed, and a plan was devised. The Jinchuuriki would be sacrificed for the greater good of the world, and with the deaths of nine individuals, an uneasy peace began.
As time continued, the villages began to truly restructure. In a peace that would last 80 years after the downfall of the Bijuu, the world would see the creation of a great many things. Technology was beginning to take root and before long the blossoms that grew from the tree of the advanced mind would bear fruit. A many great things came to be. A railroad between the vast many nations. Mechanical limbs to replace lost ones. Radios that could reach between villages. Everything seemed to be becoming less reliant on the shinobi. Only the need for them never truly vanished. As with the growth of time, also continued the growth of malice.
HE WHO BELIEVES IS STRONG; HE WHO DOUBTS IS WEAK. STRONG CONVICTIONS PRECEDE GREAT ACTIONS.
The Bingo Book
In the shinobi world, there are those who do good, and those who do bad. The bingo book is a collection of powerful and dangerous shinobi that are known for their acts across the countries. All of the information in the book is public knowledge to those who read it.
All of these shinobi are dangerous individuals. Take care when having a thread with them. Rogues are more dangerous than affiliated shinobi, for any thread with a rogue is considered “death-enabled,” meaning it is within the rules of that rogue to kill your character in that thread. Most players will avoid killing your character, but keep in mind it is a distinct possibility. Affiliated shinobi in the bingo book can be considered a threat to affiliated shinobi of other villages.

Kashii is known for his ruthlessness and bloodlust on the battlefield. He's been known to slaughter any target without hesitation, be it man, woman, or child. He will strike an ally if it means taking the kill of the target. He is a con artist who will act roles to get the results he desires, regardless of the consequences to himself. He is known to battle with a moderately-sized ninneko.
He is known to fight with raiton and wire.

Shimei is a powerful man who was once capable of taking the position as Takigakure's kage. However due to a failed mission, his sanity was torn from him. Unpredictable, he wanders, but is still loyal to his village. He bears great shame and shows paranoia around others, being known to shapeshift his body between male and female as a disguise tactic.

Kimiko is the Kazekage of Sunagakure. She possesses overwhelming power to swallow threats under a sea of sand, protecting her home and her people. She's been known for erratic behavior but is never untrustworthy.
She is known most for using her Jiton to manipulate the sands, as well as performing the Shikigami no Mai.

Nayami, the harbinger of anguish. Her true name is not publicly known. She is a defectee of Kusagakure no Sato, and shows a dangerous interest in genetic engineering. Desirable traits will be harvested at will with little regard to the "patient's" will. Rumors spread that she's begun abducting shinobi for experiments. It is known she has a disdain for shinobi of Iwagakure, and she has a lab whose whereabouts are unknown. She carries with her a vulture.
She is known as a medic but her jutsu use is further unknown.

Saverio, known widely around the world as Ame no Same, defected from Kirigakure no Sato when he was only Nineteen years of age. Not much is known as to why he defected, but he has had a very strong bloodlust ever since he was a child.
He is known well for the fact that he will kill anyone and everyone that gets in his way, or sometimes just for the hell of it if he so happens to be bored. It is believed that shortly before leaving Kirigakure he even killed his own mother. It would be feasible to believe that many more like her have fallen to his hand in the years since his defection.
It is also noted that whenever he engages in combat or enters a stress inducing situation, that it will rain shortly there after no matter the previous weather condition. However it has also been noted that the area in which this effect occurs can stretch for miles, so while it can provide a general idea of his location, it is not exact.

A recent appearance in the past year, not much is known about this rogue shinobi. The man refers to himself as Xero, however there are no previous records of shinobi born with this name. He is known to use the Nara's shadow hiden, this along with his mask leads Konoha to believe him to be one of their rogues who escaped several years prior.
